two indian men are talking about their old and resentful days in britain - just before the independence. one says to the other:
“Remember how I took you to buy the coat in London? Remember that awful bloody thing you had? Looking like a real gow wallah? Remember how you used to pronounce Jheelee as Giggly? Remember? Ha ha.”

does "gow wallah" mean something like cowboy? thank you

The correct spelling is 'gaonwala' (गाँववाला). When वाला is used as a suffix (as in घरवाला, टोपीवाला, दिलवाला, दूधवाला, etc.), it is added to the word.

gow wallah = gaon wala = villager

Based on the context provide by you, I think that the word has slightly been misspelt. The author perhaps means gaon wala (गाँव वाला)
