Full translation of the term will not fit in the space provided; should be 'Distribution of Governmental Affairs between the Central Government, Provincial Government and District/City Government'. Note: Although the word 'management' has been used to translate 'urusan' in several instances (see web ref 2, for example), the precise definition of 'urusan pemerintahan' is 'governmental affairs'. See, for example, the Depkeu offical translation of an implementing regulation (web reference 1 below). This Regulation of the Finance Minister No. 84/PMK.07/2009 on Allocation of Expenditures on Education Function in the Local Revenue and Expenditute Budget translates the term as I have indicated above. Apparently Pak Wiyanto submitted an answer while I was preparing mine. I did not see it until after I had submitted my answer. While his answer is a correct translation of the 3 words, the subject of PP 38/2007, I believe the complete translation of the meaning is as I have suggested, supported by official government translations of the term.
