I have some difficulties in finding the right translation for "costruire sul costruito" and also the structure of the whole sentence. The field is architecture, in specific an aritcle on the Venice Lagoon, its architecture and its changes.
"Progettare e costruire sul costruito presenta rispetto alla nuova costruzione, l’ineludibile esigenza di confrontarsi con le preesistenze individuando, rispetto ad esse, i principali spunti di intervento"
My attempt:
"To plan and to build on the existent involve, with regards to the new structure, the unavoidable requirement to confront with the preexistences identifying, with regards to these, the starting points for intervention".

A literal translation works fine, in my opinion. It means working around what already exists, rather than demolishing it all and starting again.
Example sentence:

A return to Jaffa would entail fundamentally a return to the urban and building on the built.

"brownfield development"

With the inverted commas given the Venetian context is somewhat particular. But I'd say that's the basic term.

disagree Tom in London : I wouldn't say that "brownfield development" is applicable to Venice. I'm trying to think of a more apposite way to say it.

modifying existing buildings

Here's my first translation of the sentence. It could be improved but it's better than yours, I think; at least it's intelligible.

"As compared to new construction, modifying existing buildings means that the the existing fabric has to be assessed to identify which parts might be suitable for intervention"
