Italian term or phrase: ZTE (Zona Tachigrafica Elettronica)
A suggestion has been provided for this term already but not sure if it reliable? This is for use on a train.

1. la notifica di trasferimento completato o non completato;

(allows them to transmit) Digital Tachograph data (to ..)

Explanation:
Fits in this context (+ Area) - couldnt' t find anything specific for railways on a cursory Google hit - nothing in the text you posted specifies the nature of the data or confines it to 'speed' though - the automobile versions collect and transmit periods of driving, resting and speed together with vehicle related data and calibration information as well.

Safety systems

The first 108 locomotives originally had mounted a vigilance pedal designed by FS engineer Minucciani, that required a periodic acknowledgement from the driver when the train was moving (or emergency braking would have been commanded), but after the war, due to labor union pressures, it was discontinued; however, starting from the 1970s, many (not all) units received "Ripetizione Segnali a 4 codici" system, Hasler speedometer and a modified "speed graph recorder" (Zona tachigrafica), that also recorded the codes received from the RS.

digital train event logs

Explanation:
Hi, I'm the author of the passage taken from wikipedia. I'm not a professional translator nor a translation student, so I may make some mistakes...
I'll try to explain the solution to your problem: ZTE is an evolved and modern form of the "zona tachigrafica" I mentioned on wiki, but it's electronical and records a lot more events than just speed and way condition codes received from onboard safety systems.
I would indicate it as a product of a "train event recorder" (part of a complex system called STB in Italy), which is also a common definition (see link)....
So i'd translate
into something like
"Ground server is the system that allows RCEC devices installed on NTV's AGV trains to transfer the digital train event logs (ZTE) recorded by them to dedicated equipment (not located aboard the train), in order to analyze and store them".
Also (just a suggestion)
"Per ogni ZTE trasferita" - "for each ZTE log transferred..."
Etc.

Hope this helps
