This means "official recognition", implying a process of application, selection and documented approval by the ministry. Does unofficial approval exist?

4 KudoZ points awarded for this answer. Comment: "I picked this one in the end - I think it will work in the context. About you question: yes "unofficial approval" does exist in a way. I have heard stories of people being awarded certificates that are worth virtually nothing by schools "funzionante con l'assenso"....". It is one of those Italian things..:("
