mettere a disposizione dell’assemblea dei soci

Non-PRO Italian to English Law/Patents Law (general) Minutes of a partners' meeting
I am translating the minutes of a meeting and therefore everything that happened in said meeting.
This phrase is driving me nuts - I sort of understand the meaning but am unclear how to translate it into decent English.

"egli è venuto nella determinazione di mettere a disposizione dell’assemblea dei soci la propria carica così da consentire piena libertà di scelta all’assemblea medesima"

I think the translation depends on what "la propria carica" means, but we don't have enough context to know what this is about.

I suppose the carica is some sort of appointment.

Othewise, documents are 'circulated' or the meeting is 'circularised'.

This is how I usually word it in US English. "Laying before" sounds very formal and good, and Tom's supporting source is excellent. It also sounds very British and likely would not be the wording chosen in US legal documents.
Example sentence:

The annual report was presented to the shareholders for approval at the general assembly.
