The background story is that the U.S. is pulling their troops from the Turkish air force base in Incirlik, which they have been using for several years to launch strikes against Islamic State in Syria.

This is from a recent op-ed article in Il Giornale, and I'm pretty sure the correct term is "transfer agreement," but then again, maybe it means "usage agreement?"

Currently, I am looking for parallel documents online.

Hi Wendy. I can't believe I'm just now noticing that people had responded to my question from five months ago, but hey, better late then never! Thank you kindly for your help. I ended up using "use agreement" by my own judgment, which "joint-use agreement" is just a specific type of use agreement. Unfortunately, it's been too long to remember how I came to that decision, especially since I am pretty sure I did read those pages that you linked to. Maybe the linked articles were translations? I don't know.
