開発が量産に移行する段階を「立ち上げ(start-up)」という言い方をしますので、これはおそらく「新規立ち上げ」を略して「新立ち」と描写しているものと思われます。量産立ち上げならstart-upでいいですが、この場合、必ずしも量産立ち上げ製品(機関製品)か分かりませんが、いずれにしてもstart-up、deploy、launchなどの単語が当てはまると思います。

: 私も見かけたことはありませんが、おっしゃるとおり新規立ち上げの略記という可能性がありますね。訳語的にはlaunchあたりがベストでしょうか。‐

I think "new", "new establishment", "new set-up" would work best here. To me new start up would work better for a completely new company.
