It appears to be called mason rope, mason twine or mason line in English.

It can be used for used for marking the line to keep the bricks straight, and presumably, as in the example given (Mūrininko virvė naudojama linijų žymėjimui, atmušimui 50m.) to "rope off" an area that the masons are working in, somewhat the way the Police do with their "Crime Scene" tape.
