This is part of an offical document we have been given that belonged to old relatives(we think it may be Lithuanian as thaty is where the relatives came from) but parts of it also look Finnish.

Yes, it is Lithuanian.
As far as I can decipher it, the text means:
"Povilas Poteliunas, whose parents are Karolis and Katarina Rykantaite-Poteliunine, was born in Sermeniskes on January 18, 1854 (One thousand eight hundred fifty fourth year)."

The mother's name supposedly is Katarina Rykantaite-Poteliuniene.
