Whole sentence: Rumah tersebut amat teruk dan akan menjejaskan tahap kesihatan anak tersebut. I thought teruk meant severe - how can a house be severe?

Indeed, one of the meanings of "teruk" is severe, and while the house cannot be severe, it is actually describing the condition of the house, which is bad, dilapidated. I am deducing that it is "in a very bad condition" so as to have adverse effects on the child. I hope this helps.
