The person named in the notice has the option of accepting the penalty and avoiding trial. Otherwise, the notice becomes a charging document and the case moves forward.

agree  Charlesp: It is a fine, though in the UK and some other jurisdictions, the term "penalty notice" is increasingly being used, in order to avoid the costs of due process of law.
