(E&W: no) proceedings issued by writ; (AmE) litigation started by complaint Explanation: In Scotland (and the Republic of Ireland), it is a bit different. In England & Wales, proceedings are 'issued' upon the writ being sealed by the court. The papers then need to be 'served' on the defendant(s) within one year. Otherwise, 'notice to proceed' is or used to be needed. Example sentence(s):
