I have come up against this expression in a (confidential) translation discussing an EU Directive and its being reflected in Norwegian law. Google throws up lots of examples of its use, generally in a legal context, but I am uncertain as to the English equivalent.

examples:
"Tanken er dermed et slags fra det mer til det mindre-argument, om at det er i borgers interesse å godta noen betingelser for å få rett til et større gode, som han ellers ikke ville ha fått."

"Fra det mer til det mindre-betraktninger: Når det ikke er noe absolutt krav om at lover om straff må være kunngjort, så heller ikke noe slikt krav for de mindre inngripende vedtak."

"Utvalgets flertall, medlemmene Roll-Matthiesen, Breiland, Brekke, Fredriksen, Frøyland, Gjønnes, Liessem, Strømsnes og Vigander, er enig i denne tolkningen, og ser ingen grunn til at det skal gjelde strengere regler etter forskriftens del II enn det som gjelder etter del III. I did find this on ProZ: som det mindre i det mere (Danish) > the greater includes the lesser. But I don't know if that applies.

Indeed and you are welcome. As for the Canon of Construction, in Anglo-American stautory interpretation, that the term of man includes woman, my first (Barrister) law lecturer used to quip: 'man embraces woman' whilst a Norwegian girlfriend of mine added: 'woman excludes man'.
