uma guerra que não pretende ter fim

Portuguese to English Social Sciences Idioms / Maxims / Sayings
Hi everyone! I'm translating this academic abstract and struggling with this phrase. I know what it means but it doesn't seem right to say the war itself has no intention of coming to an end. I'm sure there's a simple solution I can't think of, can anyone help? Thanks.

a war they hope will never end

I think he meant something different, that the state didn't want the war to be resolved

a self-perpetuating struggle (against the inevitable)

I put 'medium' as my confidence level as there must be a multitude of ways to translate this idea, banging one's head on the communal Wall of drug policing etc. I do not see it as a 'war', which would imply rules of war, Geneva convention et al. A 'struggle', on the other hand, is for survival. Well that's my feeling-sofficle input for today. All the best all round

With no "forseeable end" implying that there are interests not to see it come to a conclusion (like all wars)
