I marked medium confidence because of possible more conventional usage instead of "Preliminary Investigation"; the meaning of the pt is given with total confidence. There is a great deal of controversy about the exact literal meaning of the extremely frequent legal cliché "em sede de", but none concerning its actual use, always suggesting something like "as part of", "under the heading of", etc (including nothing, "just legalistic noise").
