I hope someone can help me with this because I found it puzzling
I guess in this sentence, the word "declinar" can't possibly mean "to decline"
Does "declinar" have a meaning like "state" or "indicate"?
"Caso o Representado tenha interesse na produção de prova testemunhal, deverá declinar na peça de defesa a qualificação completa de até 3 (três) testemunhas, a serem ouvidas na sede do Cade"
Like would this be correct?
"If the Respondent is interested in the production of testimonial evidence, he or she should indicate in the defense document the complete qualification [name, profession, address] of up to 3 (three) witnesses to be heard in Cade".

This is another typical example of "ornament" in the legalese. It's practically impossible to find a legal document in Portuguese without incorrectly used "nice" terms to "ornament" the text. Law professionals are full of vanity, and language is one of their favorite show-off means. Unfortunately, they use terms most unduly, like "declinar" in this case and "qualification" instead of "dados", just to sound nicer. It's very unfortunate for linguists, and it makes us look at these professionals as ridiculous, but they will never realize that.

I think this is a good way of expressing the meaning of the phrase. As you suggest, the details are full (name, address, marital status, tax no., ID card no., etc. etc.)

Creio que a "qualificação completa das testemunhas" é o conjunto de elementos/dados/informações que qualifica/confirma essas pessoas aptas para serem testemunhas.
