agree Sormane Gomes : Since the text refers to the "comunidade piscatória" this would seem to be the best solution, but live 'off' not 'from' (one lives off not from the sea). I suggest 'those who live off the sea.'

I could use this term if I was looking strictly for people who make their living on the sea (sailors, fishermen...). However I need a broader term that includes an entire community with a link with the sea, its activities and traditions.

sea-dwelling people or sea dwellers

refers to people who live by the sea, such as in coastal towns, or from the sea, as well as on the sea. Thus the terms sea vs. land dwellers.
