I'm struggling to make sense of this phrase.

Подчеркивается включенность подобных работ исторического плана в нынешние споры, их актуальность.

The sentence that precedes it reads:

Одной из черт современной мировой археологии является повышенное внимание к процессам роста археологического знания под воздействием разнообразных факторов как внешнего, так и внутреннего порядка.

Does this seem like a reasonable translation:

Emphasis is now being placed on whether such historical works should be included in current debates and whether they are relevant.

I get the "whether... should" from the idea that включенность means something like "degree to which something is includable - includability - includableness" but I might very well be misunderstanding what включенность means.

Explanation:
Special emphasis in placed on the fact that such historic studies are not only relevant to, but form an integral part of the modern discussions.

Relevance is undoubtedly the closest and "most English" here, but not strong enough, IMHO.
