сначала я подумал, что речь о среднестатистическом мнении рядового гражданиина

а потом я подумал, что речь о том, что для определённой статистики всё равно, как распределяются такие цифры. скорее, второе - но у вас под рукой макроконтекст, вам проще))

статистика ведь тоже разная, всё равно и незаметно может быть, если считаются аггрегированные показатели - средняя температура по больнице
