nice sort of a lock, decent enough to be put on a front door of any apartment. imho, данное словосочетание, явный оксиморон (поскольку "культурным" замок не бывает), а также, гипербола, призванная подчеркнуть необычность ситуации, когда на воротах поставлен добротный и довольно сложный ("английский"?) замок. Данный стилистический прием довольно популярен в совр. речевой практике: e.g. "модный район"-район, где престижно жить (Рублевка, к.-н. "царское село" и т.п.), "продвинутый" велик (напр. BerGamount, такой как у меня :)).

What sort of iron gates are they? Grand, maybe pretentious?

Or are they purely functional (gates to a factory or prison?), no pretence at ornament?

If we know what the gates are like, then perhaps we'll have a better idea of how the lock is культурный in comparison with the gates.
