This is one of the subheadings of an article on Xxxx economics. To my mind the IT terminology used by the author is supposed to underline the fact that the aim of country's development is expressed in strict figures (say, $xxxxx,xx as every citizen's annual revenue by that date). Usu "оцифрованный" means "converted into a digital format" now we have to convert that into economic lingo or something looking well up-to-date? Thank you.

Look Eric, conFigured is another option well worth to be conSidered thoroughly... It rings the bell with IT lingo, alright.. though in its direct sencse it means 'to pick up all comp accessories for assembly'..If all bits and pieces of governmental desk-top research in regards to R&D are there to be taken into account?.. Who knows, if affixed with Rachel's refrane 'of facts and numeric data' that would sound like something (to my "хлопський розум":). Let's wait and see what public at large would think of it?

именно, экономика, как известно, пользуется математическим аппаратом искони. Хотя в моем случае этот постулат можно применить с натяжкой, поскольку сравниваются подходы к планированию развития нац. экономик двух стран для Хххх 2020 г "оцифрован", а для Ххххх-2 - нет (только мечтания и околоэкономические заклинания). Поэтому для моего перевода "in facts and figures" подходит "аж гай шумит" -(великолепно). Хотелось бы, Эрик, тем не менее увидеть разброс вариантов: ProZ ведь свободная страна... И Ваш вариант я бы вниманием не обделил :)

Дружно мы на выборы нашей власти прибыли Следуя всепоглощающей тенденции к "преодолению былой жесткой предопределенности", заголовки в современной русскоязычной прессе (смотри выше) в значительной степени ориентированы на речевые навыки массового читателя.
Смею в этой связи предположить, что оцифровать (здесь) означает выразить "цифрой" (отобразить математически)

The problem there, however, is that it really does sound as if it means that the designers of this "Mission 2020" have used a lot of state-of-the-art IT. If you want to just to mean that everything has been spelled out in facts and figures, I would use a more traditional formulation:

Mission 2020 Detailed in Facts and Figures

(That's headline style, omitting the verb "has been".)
