очередь - this context

Russian to English Other Manufacturing design capacity
меры по обеспечению освоения проектной мощности предприятия (его
 очереди, пускового комплекса) в сроки, установленные нормами
продолжительности освоения проектных мощностей

I am not at all sure what очередь means in this sentence. I have seen that очередь can sometimes mean "phase" so perhaps that is what it meant, but the overall sense is still not clear to me.

Any ideas most welcome.

Please, see the reference.

Strictly speaking, "очередь" is not "[construction] phase" as such. It rather means something like a set of related facilities built at the same construction phase that can be used to produce the final products. It makes sense to build plants in such [independent] sets so that the plants can still operate when another set is build.

I have just found a definition in a Belorus standard:
очередь строительства: Определенная проектом часть стройки, обеспечивающая выпуск продукции или оказание услуг, состоящая из одного или нескольких пусковых комплексов
There is even an English term, but I'm not sure whether it is correct one - "part of construction".
