Unfortunately it is another cliche but closer in meaning to that what has been said previously in the sentence,"has spent" is "RUN DRY" (if it would make any sense to you).

"Но после достижения некоторого значения..." - they're speaking about experimentally proven insufficiency of the primary idea. Instead of original it turned to be regarded as "заплесневелый"
