Explanation:
I could only find a meaning for the second.

For the first, I would guess "sea birds".

I found "near the water" for околоводные, but it doesn't sound right with "birds"

There are two basic divisions among duck-type water feeders: dabbler and divers. It may be that usage has changed, but водоплавающие is the term for divers as opposed to dabblers

My error, wholly, and my apologies... I was overconfident in the narrow interpretation. As can be seen below, the term is used for the entire range of birds capable of living in aquatic ecological niches. The specialized usage is for divers, the general is waterfowl...

Водоплавающие — характеристика не систематическая, а экологическая: так называют ведущих водный образ жизни птиц, которые, с точки зрения систематики, далеко не всегда являются близкими родственниками. В основном, при упоминании водоплавающих птиц мы представляем себе уток, гусей, лебедей, относящихся к отряду гусеобразных или пластичатоклювых (Anseriformes). Другая хорошо известная группа водоплавающих птиц относится к отряду ржанкообразных (Charadriiformes) — чайки и крачки (хотя отряд, в основном, составляют кулики). Среди наших водоплавающих птиц есть еще гагары (Gaviiformes) и поганки (Podicipitiformes). Представители других отрядов водоплавающих встречаются в России реже или не встречаются вообще (если не считать массовой акклиматизации пингвинов на компьютерах на страх электронному Биллу).
