Evidently, there's a difference between these two terms. I can't figure out what it might be unless общефедеральный means government-funded or state-supported and общенациональный just means with nationwide coverage.

The thing is that общефедеральный is used here to show that we are talking about the whole Russia, not just its parts.
about 20 nation-wide channels are in this segment, some of them are really large, and some are quite small. It may be that In Russia there are also some other large channels, but still, they cannot be included into the segment of federal TV due to the fact that they cover only some regions (even large ones).
In other words, national channel is not always a federal one (because it can be a private asset, and because it can cover only 90 or 89 % of Russia), but all federal channels are nation-wide.
