= jednoduche rozdelenie administrativnych celkov podla potreby na kataster, okres, kraj, atd.

In this particular case, it is simply a higher or lower administrative unit.
= v tomto pripade je to jednoducho bud vyssi alebo nizsi uzemny celok.
