This is a tricky one, because I think in English we talk more about these trade missions showcasing a country's service, using a verb rather than a noun.
You might be also able to say "to create of showcase of what the Basque Country has to offer" in your second instance. This is longer, but it is hard to convey this idea in fewer words.

It might give you some ideas though.

agree Greg Hunt : I was going to post "putting the Basque Country on show" until I read all of Gilla's post which is on the same lines. Use of "Basque Country" means you can avoid the tricky question of whether just "country" or "nation" are applicable terms here.

I would translate it this way. Although this could be misleading to some, it seems that the Basque country can refer to itself as a "nation".

Initially I agree with you, however, the point is that the Basque country is offering their trade, not just rubbing elbows with China.
