In Spain you have to go to the notary and declare all new construction works, sometimes after completion sometimes when underway. This enables a nice little tax to be paid and the works to be included in the Cadastre so you can pay yet more tax.

: No, it is a Spanish thing I think, there is no authorisation or approval here. It is an administrative recording/tax collection thing.
