I guess it must be something like a binder sleeve, and is N°1 the size? It it Spanish from Chile. These are the rules of some public bidding.

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

I think it's the same in English, just the envelope. In bidding procedures for contracts there are two stages, or proposals. The technical proposal is in envelope 1 and the financial one in envelope 2.

If I am on the right track, here's more information:
"Two-Envelope Bidding:
Bidders submit two sealed envelopes simultaneously, one containing the Technical Proposal and the other the Price Proposal, enclosed together in an outer single envelope. Both Envelopes are then put in a Big Envelope, is sealed & submitted. First Technical bid is opened & price bid of only those bidder who are found technically qualified are opened subsequently at a later date."
