Just fiscal reserve?

public reserved lands
If you translate it as fiscal reserve that would be an error because you will turn it into a financial term and "reserva fiscal" in Spanish here is referring to "terreno fiscal" a land that is controlled by the government. I would say it refers to this:

Public Reserved Lands
What are Public Reserved Lands?
Maine has approximately 600,000 acres of Public Reserved Lands in 37 separate parcels located across the state. These lands are enjoyed for their outstanding hiking, camping, birding, fishing, and hunting opportunities. They include the Bigelow Preserve, Kennebec Highlands, Tumbledown, Cutler’s Bold Coast, Donnell Pond, Debouillie, Mount Abraham, and other Maine gems. (Please check out this map from the Department of Agriculture, Conservation, and Forestry to see the full list.)

For example: The small village of Bella Vista is in the Iténez basin in the Bolivian Department of Beni. It is in an area protected by Bolivian law, named "Departmental Park and Natural Area of Integrated Management" Iténez - or, abbreviated in Spanish, the PD-ANMI Iténez.
