This appears to be some kind of rate of return. I'm really not sure what the "clases" is referring to though.

I think "tasa" means the interest rate (as it normally does with credit cards)

and that this refers to a special (promotional) interest rate offered by a credit card company for purchases associated with the start of the new school year (which can be very high, of course).
