I understand the general meaning that they will loan the company to cover their payroll... but I am unsure about the 'sobre un factor de ingreso de nómina", and if I am missing something specific here.

I also think the 'ingreso' is what goes into the wage bill, rather than what comes out of it to be paid to employees.
