Spanish to English Science Geography

This is from a technical report on the establishment and use of portals which make geographical information publicly available in Spain. This is from the section discussing the observable benefits of the money spent on such services and it notes a number of shortcomings, one of which is:

La diversidad de la naturaleza de los beneficios observados: contabilizables los menos, cuantificables otros y evaluables los más.

One way of interpreting this might be: "few are quantifiable in terms of money, others are otherwise quantifiable while most are qualitatively assessed."

Perhaps "quantified" would make more sense than "quantifiable", as the benefits are actually assessed in some way.

Although the sentence seems reasonable enough in English, it seems that I'm adding things that are not in the original. The problem is that I'm not at all clear on what else it could be.

I'm particularly interested in whether there is a technical sense of "contabilizable" that I'm not picking up on here.
