Comentario aparte, me parece que con "calidad del trabajo" se refieren a "work performance", es por ello que lo estoy traduciendo de esa manera.
Y la parte que dice "En base de que" me parece que tiene más sentido si se traduce como un "if" puesto que se está expresando una condición.

I believe this is the general idea:
Workers with open-ended contracts may request written permission on an annual basis, and with two (2) months prior lead time ...
On the basis that the course of study is related to a subject of interest to the institution and reinforces (enhances) the quality of the worker's work, **and on presentation of a certificate of completion of the course** by the corresponding educational institution, .... which will be reduced to 40 hours in these cases.
Of course, there are many ways that it can be said and the language tidied up. I don't think it is a question of "if" the worker's performance is increased, but rather that the studies are in line with the institution's aims and objectives ...
