Thanks Henry and all of you. Since there is no context and I have been requested for literal translation in the case of dubious phrases, I go in for Henry's answer which is less risky in this case.

agree  R.J.Chadwick (X): Sounds plausible to me -- in default of any further context, as usual! I.e. policies to which access is temporarily blocked -- sometimes mentioned in almost the same breath as "blocked accounts"

block policies maintenance

Explanation:
Yes, I know "block policies" does not mean "pólizas bloqueadas", but it makes more sense than maintaining blocked policies.

In addition, "block policy" is a "coverage on an all risks basis for goods in transit, bailment, and while on the premises of others" or "total number of insurance policies underwritten and issued by the insurance company that uses the same policy forms and rates".

maintenance of locked policies

Explanation:
Well, this is also a guess, but rather than being an insurance term, I think it could be a computer term. According to my IT dictionary, bloquear can be lock (a file, e.g.) for security purposes.

Take a look at this ref and see what you think. As it's pdf, I'm having problems opening it and giving it to you as HTML nevr works.

neutral  R.J.Chadwick (X): I think you are right -- the policies are locked and need either a lawyer's assistance to un-lock them, or need to be maintained until they can be unlocked. But the Spanish says "blocked" that is why I prefer Mr Hind's response above.

contracting block insurance or taking out block insurance policies

Explanation:
"Whatever you bring, it is essential that you take out some insurance. Shop around: there are various student policies available from banks and insurance companies which are designed for people living in Halls of Residence or flats. Some Halls of Residence offer block insurance policies for all their students. For a cheap method of insuring your room's contents, look into an extension of your parents' existing home cover."
