I think this must go to the basic meaning of "cartel", which is a sign or poster. Many hits on the Internet for "cartel abierto", mostly for "Cartel abierto/cerrado" - signs for sale for shops, with "abierto" on one side & "cerrado" on the other.
Here, I think there is a metaphorical "Open" sign on the evaluation; all criteria are considered equally; everyone can give their opinion; no one is excluded.

Hi, Beta, If, as you say, this is an Employee Survey, I'm not sure what "open bid" would mean in this context. In general, I would say that there are no bids in a survey...

Hello, tom! Thank you for your help. I also came across the same results, but with further definitions for "cartel" I learned it has to do with an open bid. This is what comes closest to the general context of the survey. I will wait a day before I settle for "open bid". |
