Not very clear who is making the application: the criminal prosecution or defenc/se (rebeldía > I am going to seek a trial in absentia), a civil applicant for 'amparo' or respondent (rebeldía > I am going to seek a default judgment), another court / tribunal or a foreign government on letters rogatory.
I assume secretaría withat accent is the Court Registry or Clerk's Office and not a female clerk. - de su digno despacho: of your (most worthy) chambers.

It is hard to know with this particular transcription because of the endless wordiness, typos and almost total lack of punctuation. They repeat "por secretaria" so often it made me doubt. I like your approach! |
