If the owner decides to sell the 'user rights', the prices and conditions will be...
Normally 'derechos de uso' would be 'user fees', but since your term is preceeded by 'selling' and followed by 'prices', it wouldn't make sense to say ...decides to sell the 'user fees', the prices. You can't sell a fee, you charge it.
