This term comes from a medical document about the treatment of wounds, burns, scarring and bandaging and its treatment.
The term: Encargado de Servicio de Medicina Hiperbárica del (Body).
The term comes from the people are head and have written the report. I'm not too sure if Director or Head would be correct for "Encargado" given it's a body for medical investigations and burns.
At the same time, would Hyperbaric Medicine be correct, haven't been able to find this in context?
