Pay attention to the accent marks. Secretaria (no accent mark) is a person (secretary). Secretaría (accent mark) is an office (secretariat, or administrative office). Contacto is not redundant - you don't contact the entire secretariat; you just contact this person if you have questions about this document.

"Contact" wouldn't be wrong - I just think "liaison" sounds better in a job title.

Contact Person/Liaison at the Secretary's Office

Although I regularly use "secretariat" as a translation for "secretaría" in the context of government agencies here in Mexico, I don't like it at all for this particular case because I would assume "secretaría" simply means the office of the secretary of this particular committee.
To me, "secretariat" implies a large government department or ministry, which I am almost sure this "secretaría" isn't.

In the following example it isn't even capitalized.

CONTACT MINISTRY

"Contacto" is the person you should call/write to in case you need information for something. It is a homonym of "contact" in the sense of touch/hit something, but this is related to the person you should address to "make contact" with an institution, company, etc... "Secretaría" (with accent in "i") is the equivalent of a "Ministry", and thus is the way I usually translate it, but I see also "Secretariat" is used for this kind of concepts.
