Estoy traduciendo una carta dirigida a una agencia regulatoria y empieza con la frase: "Sra. Mgs. Rosa Castro..."
Asumo que la abreviatura "Mgs." se utiliza para el término "magíster," en ese caso, cómo se podría traducir dicho título en inglés?

I think it just means she has a masters degree. Unless you know what her degree is in (in which case you could place the appropriate initials after her name -MA, MBA, LL.M for example, and only in the address of the communication) you cannot translate it. If at the start of the message itself, "Dear Ms. Rosa.." will have to do.
