This is from a Deed of Inheritance and the sentence is:

"INFORMACION REGISTRAL EXCEPCIONALMENTE, y ante la imposibilidad tecnica de acceder por mi el Notario.....

Yes Alayna, there are difficulties with the original title and the notaire refers to this earlier in the text however, your explanation is very helpful as regards the legal procedure.

Have a look at the legal provisions the text cites, and see if they mention "exception" or "exceptional". That may explain things.

Registrars are supposed to have on-line access to registration records, and in some cases they are obligated by law to check registered information to ensure that the document they're drafting is solidly based on registered facts. There are exceptions, to cover cases where the registrar is unable to access the on-line records. I'm guessing that's what this is, though the original sentence seems to leave out a word or two.

the sentence continues with "a travers de medios telematicos..." The phrase that I need assistance with is at the beginning of a paragraph in the inheritance deed which is from Spain. The remainder of the paragraph cites legal provisions,
