That's pretty weird, though, isn't it?
My first thought was to render it as "responsible authority". What do you say?

I would actually go with the Skolverket suggestion. A Swedish school "huvudman" can be an authority but also an individual or a not for profit business, in the case of the many schools. esp. preschools (usually very small) and vocational training institutions that are "fristående skolor" or "enskild verksamhet". Some of the Skolverket texts use "huvudman" and "utbildningsanordnare" as synonyms - hence, I suppose, the "organiser".

This is a general problem, that could deserve a forum discussion at least! Loads of Swedish institutions have established English terminologies, sometimes as glossaries, sometimes English versions of website material - I often disagree with the choices.

One Swedish equivalent to "principal" is "rektor", an example of which I have noted above in a discussion entry. There are several more, see dictionaries recommended. // You may be right but, as the Asker points out, 'organiser' would be weird.

And of course the context matters. The Principal of a technicl college I attended in my youth was a Mr Orange, JP. He was mostly referred to as Jaffa.
