Hello,

I can't get any foothold on what "nära inpå" means in the following context:

"Om utlandsmyndigheten har avslagit viseringsansökningar ett flertal gånger nära inpå och vill lämna över till Migrationsverket för att få en objektiv bedömning [...]"

If "nära inpå" were followed by a noun, then I probably wouldn't have difficulty interpreting it, but here, the noun seems to be implicit/omitted.
