Turkish to English Medical Medical (general) Haematology
The context ıs a defınıtıon of neutropenıa: "kandaki parçalı hücre sayısındaki azalma". What's the significance of "parçalı'' here? A patchwork blood cell??

More info The key point here is that "parçalı" refers to nuclei of the cells, cells with lobed nuclei, though it is not clear in the phrase. You may find relevant info in the neutrophils section in the link below.

"parçalı" here is related with the nucleaus of blood cells. so cell with segmented nucles are "parçalı" blood cells.
