Is this just a more official term for 'gardiyan' = prison officer, jailor, or does it have a more specific meaning? In the latter case, does it have an accepted English translation?

Yes, it is just another official term for "gardiyan" which takes you to guard, guardian, jailor, prison officer or whatever you like. If you go word for word (which won't make much sense in English): "execution protection officer" infaz=execution(of a judicial sentence) koruma=protection, memur=officer. So feel free using guard/guardian.

The word 'guardian' may be insufficient for the exact meaning, an overwiev of the paragraph or sentence would be more helpful. But, anyway, i definitely did not mean to be arrogant to my friend Ali Osman.

I agree with Alev İlkiz, the idea is a prison guard or prison officer. Prison officer may be better as it includes the English equivalent of "memur".
