Tojikistonda o'smirlar qamaldi

Ma'lum bo'lishicha, shu yil 11 avgustida Qo'rg'ontepa shahar sudi zalida bo'lib o'tgan mahkamada 14 yoshdan 17 yoshgacha bo'lgan bu o'smirlar o'z aybiga iqror bo'lganlar.

Sudga raislik qilgan Sharaf Po'latov mahkama yakunida hukmni o'qib eshittirarkan, Tojikiston Mudofaa vazirligi askari va mazkur jinoiy to'dani boshqargan Zafar Sattorov 24 yilga, uning guruhiga a'zo bo'lgan 5 nafar o'smir 7 yildan 12 yilgacha ozodlikdan mahrum etilganini e'lon qildi.

Hakam mazkur jinoiy guruhning faqat uch nafar a'zosiga 1 yillik shartli jazo tayin qilib, ularni sud zalidan ozod qilib yubordi.

Davlat qoralovchisi Abduqodir Nurovning Ozodlik radiosi tojik sho''basiga ma'lum qilishicha, Mudofa vazirligi askari Zafar Sattorov harbiy qismdan qochib, bir guruh balog'atga etmagan bolalarni noqonuniy ishlarni amalga oshirishga jalb etgan.

- Mudofa vazirligining 16573-harbiy qismidan qochgan Zafar Sattorov Qo'rg'ontepadagi restoranlarning birida yashirincha ishlab, o'sha erda balog'atga etmagan yoshlarni noqonuniy ishlarga jalb qilish maqsadida o'z atrofiga to'play boshlagan.

Shu yilning fevralida u pichoqlar bilan qurollangan o'z guruhini to'plab, Qo'rg'ontepa shahar bozori yaqinida mahalliy taksilarning birini kira qilib, Boxtar tumaniga yo'l olgan.

Yo'l yarmida, xilvatroq joyda mashinani to'xtatib, avtomashinani o'zlashtirish maqsadida Zafar Sattorov haydovchiga bir necha marta pichoq sanchigan.

Ammo pichoqlangan haydovchi jinoyatchilar qo'lidan qutulib qochgan.

Avtomashina esa jinoyatkorlar qo'lida qolgan, der ekan prokuror Nurov bu to'da Qo'rg'ontepa, Rumiy va Boxtar tumanlarida ham fuqarolar mol-mulkini o'g'irlagani tergov jarayonida aniqlanganini bildirdi.

Sud kollegiyasi hukmidan noroziligini aytgan davlat qoralovchisi Abduqodir Nurov Zafar Sattorovga 30 yillik qamoq jazosi berilishini so'raganini bildirdi.

O'z navbatida, sudlanganlar yaqinlari va ularning oqlovchilari sudya adolatsiz hukm chiqardi, degan fikrdalar.

Oqlovchi Nurullo Ashurov o'z himoyasida bo'lgan uch nafar o'smirni etti yilga qamashganidan norozi.

- Sud hakamidan himoyamda bo'lganlarning aybsizligi va ularning balog'at yoshiga etmaganini nazarga olgan holda, ularni sud zalidan ozod etishini so'ragandim.

Ammo har galgidek bunday bo'lmadi va ular 7 yildanga ozodlikdan mahrum etildi.

Men bu hukmni adolatsiz, deb bilaman va Oliy sudga kassatsiya tartibida ariza yozamiz, dedi oqlovchi Nurullo Ashurov.

7 yilga qamalgan o'smirlardan birining onasi Mag'firat ismli ayol bolasini ko'p mashaqqatlar bilan voyaga etkazgani, ammo u bugun tergovchilar nayrangi qurboni bo'lganini aytib kuyindi.

- O'g'limga bu ayblarni majburan yuklashdi.

Tergovchi Qur'on bilan qasam ichib, agar shu ko'rsatmalarni bo'yningga olib, imzo qo'ysang, ozod etilasan, uyingga ketaverasan, degan.

U ham ilojsizlikdan imzo chekib yuborgan.

Ular aldashdi bolamni.

Bu qanday adolatsizlik, bularda insof bormi o'zi, deya zorlanadi Mag'firat.

Sudlanganlardan birining bobosi Safarxon Halim ham sud hukmidan norozi.

- Bularning barisi bola, jinoyat nimaligini bilishmaydi-ku.

Bolalarni 10, 15 yildanga zindonga tiqish adolatdanmi?

Aksincha, ularga xatolarini tuzatishlari uchun imkoniyat berishlari kerak edi.

Bu bechora advokatlarning ham gapi hech qaerga o'tmas ekan, yordam qila olmadi bizga, deydi nevarasi 10 yilga qamalgan Safarxon Halim.

Qo'rg'ontepa shahar maktablari o'quvchilari bo'lgan sudlanganlarning deyarli hammasi otasiz o'sganligi, ularning tarbiyasi faqat onalari zimmasida bo'lgani aytilmoqda.

Mintaqa harbiy prokurori Abduqodir Nurov fikricha, balog'atga etmagan bolalarning ta'lim-tarbiyasiz qolib, jinoyatga qo'l urishlarining asosiy sababi ham shunda.

- Bizning kelajagimiz yoshlar qo'lida.

Lekin ular yoshlikdan jinoyatga qo'l urib, maktab o'rniga qamoqda qolishlari kelajakda yaxshilikka olib bormaydi, deydi prokuror Nurov.

Ayni paytda sudlanganlarning yaqinlari va oqlovchilari sud hukmi qonun kuchiga kirgunga qadar, ya'ni o'n kun davomida hukm ko'rib chiqilishini so'rab, Oliy sudga ariza bilan murojaat qilishmoqchi.

Youngsters have been jailed in Tajikistan.

It has emerged that the youngesters, aged between 14 and 17, pleaded guilty at the trial, held in the Qorghontepa town courtroom on 11 August.

Judge Sharaf Polatov read out the verdict sentencing Zafar Sattorov, a Tajik Defense Ministry soldier and leader of this criminal group, to 24 years in prison; and five underage members to between seven and 12 years.

The judge gave a one-year suspended sentence to only three members of the group, setting them free immediately after the court trial.

Public prosecutor Abduqodir Nurov has told Radio Liberty's Tajik service that the Defense Ministry soldier, Zafar Sattorov, went AWOL and recruited minors into illegal activities.

Zafar Sattorov, who went AWOL from the Defense Ministry's military unit number 16573, secretly worked at a restaurant in Qorghontepa, where he befriended minors to recruit them into illegal activities.

This February he organized his own group, armed with knives, and headed for Bokhtar District in a taxi hired near the Qorghontepa town bazaar.

Halfway through their journey, he asked the cabbie to pull up at a suspicious place and stabbed him several times to get the car.

But the injured driver made it to safety.

The criminals, however, kept the car, says Prosecutor Nurov. He added that it was established that the group had also stolen things from citizens in Qorghontepa, Rumiy and Bokhtar districts.

Public prosecutor Abduqodir Nurov said he was not happy with the court board's ruling and that he had demanded 30 years of imprisonment for Zafar Sattorov.

But relatives of the convicts and lawyers representing them think the court ruling was unfair.

Lawyer Nurullo Ashurov objects to the jailing of his three clients for seven years each.

"I had asked the judge to release them, insisting that my clients were innocent and had not yet reached the age of puberty.

But, as is usually the case, this did not happen and they were each sentenced to seven years in prison.

I consider the ruling unfair and we will file an appeal with the Supreme Court," said the lawyer, Nurullo.

Maghfirat, mother of one of the youngsters imprisoned for seven years, has resentfully said she had gone through a lot of hardship raising her son and that he became the victim of a ploy by investigators.

"My son was forced to confess to these charges.

The investigator swore by the Koran to let him go home if he confessed to the charges and signed the papers.

He had no choice but to sign it.

They tricked my son.

What an unjust thing to do. How could they do this?" complains Maghfirat.

Safarkhon Halim, grandfather of one of the convicts is not happy with the court ruling, either.

"All of them are kids. They do not even know what a crime is.

Is it fair to imprison a child for 10 or 15 years?

They should have given them a chance to reform instead.

It turns out that the poor lawyers do not carry much weight either. They couldn't help us," says Safarkhon Halim, whose grandson got 10 years in jail.

Almost all of the convicts, who went to school in Qorghonteppa town, are said to have been brought up without a father, in single-mother families.

Abduqodir Nurov, the regional military prosecutor, reckons that is the main reason why minors lack proper upbringing and commit crimes.

"Our future is in the hands of the youth.

But the fact that rather than going to school, teenagers spend time in jail for committing a crime will lead to nothing good in the future.

Before the court ruling takes effect, that is, within the next ten days, relatives of the convicts and their lawyers are planning to file an appeal with the Supreme court to have it revised.

Qirg'iziston go'shti yana o'zbek qozoniga qaytishi mumkin Qirg'iz matbuotining yozishicha, 2009 yil 27 dekabr kuni Qirg'iziston Bosh vaziri Doniër Usenovning Toshkentda o'zbek rasmiylari bilan go'sht eksportiga qo'yilgan taqiq borasidagi muzokaralaridan ijobiy natija kutilayapti. Doniër Usenov Bishkekka qaytgach jurnalistlarga Toshkent muzokaralarida O'zbekiston tomonining Qirg'izistonga epizootik kasalliklar¸ ya'ni hayvonlarda epidemiya tusini oladigan kasalliklar bilan bog'liq vaziyatni o'rganish uchun maxsus ishchi guruh jo'natishga rozi bo'lganini bildirdi. Agar o'zbek mutaxassislarini Qirg'izistondagi hayvonlar bilan bog'liq mavjud vaziyat qanoatlantirsa, Qirg'iziston yana O'zbekistonga go'sht eksportini yo'lga qo'yishi mumkin. O'zbekiston Davlat veterinariya xizmati xodimi Abdurasul Boltaevga ko'ra, O'zbekiston tomoni Qirg'izistonning go'sht eksporti borasidagi takliflarini o'rganishga tayyor. - Go'sht eksport mahsulotiga kelsak¸ xuddi shunday, Bosh vazirimiz aytganday, bu narsa bizning qonunlarimizda ko'zda tutilgan haqiqatan ham. Biz bu erdan mutaxassislarni jo'natib¸ mahsulot ishlab chiqaradigan joyni ëki mahsulotni tayërlaydigan hududni belgilangan tartibda inspektsion tekshiruvdan o'tkazish huquqiga egamiz. Agar ularda O'zbekistonga eksport qilish ehtiëji bo'lsa¸ biz u erda veterenariya tomonidan xavfsizligini ta'minlashni ko'rib chiqamiz. Ya'ni o'ta xavfli kasalliklar infektsiyasining respublikamizga kirib kelishidan davlat hududini himoya qilish bizning vazifamizga yuklatiladi. Shundan kelib chiqiladi. U tomondan taklif tushsa¸ biz albatta qilib beramiz, deydi Abdurasul Boltaev. Janob Boltaev Qirg'izistondan go'sht olib kelinishiga taqiq qo'yilgani sababini to'rt yil avval qo'shni mamlakat hayvonlari orasida xavfli kasalliklar paydo bo'lgani bilan izohlaydi. - Hayvonlar orasida o'ta yuqumli kasalliklar ro'yxatga olinganligi uchun taqiq qo'yilgan. 2006 yilda bo'lgan¸ undan keyin 2008 yilda qo'shimcha bo'lgan. Biz hammasini nazoratga olganmiz. Hatto har kunlik monitoring olib boriladi, deydi Abdurasul Boltaev. Aytilishicha¸2006 yili Qirg'izistonda hayvonlar orasida oqsim kasalligi tarqalgach, O'zbekiston, Qozog'iston va Rossiya Qirg'izistondan go'sht olib kelishga taqiq joriy qilgan. 2009 yilning sentyabr oyida Qozog'iston ushbu taqiqni bekor qildi. Endilikda O'zbekistonning ham joriy taqiqni bekor qilishi kutilayapti. Qirg'iz matbuoti, xususan unda chiqish qilaëtgan mahalliy mutaxassislar keyingi ikki yil mobaynida Qirg'izistonda hayvonlar orasida xavfli kasalliklar qayd etilmaganini ta'kidlashmoqda. Qirg'izistondagi“Hayvonlar sog'ligi” jamoatchilik birlashmasi rahbari Qalis Jumaqanov¸ ayni paytda mamlakatdagi da veterinar vaziyatning sog'lomlashganini aytadi. - To'g'ri, Qirg'izistonda 2-3 yil avval epizootik vaziyat yuzaga kelgandi. Hayvonlar orasida turli xil xavfli va yuqumli kasalliklar paydo bo'lgandi. Lekin biz keyingi yillar davomida mutaxassislar yordamida vaziyatni o'rganib, mavjud ahvolni sog'lomlashtirishga muvaffaq bo'ldik. Hozirda Qirg'izistondagi hayvonlar orasida oqsim, o'lat kabi yuqumli va xavfli kaslliklar umuman yo'q. Qirg'iz matbuotini ko'pchilik yaxshi biladi, bizda matbuotdan biror voqea yoki hodisani yashirish mumkin emas. Men bu bilan haqiqatni gapirayotganimni ta'kidlamoqchiman. O'zbek mutaxassislari kelib vaziyatni o'rganishlari mumkin. Ikki davlat o'rtasida go'sht savdosi yana yo'lga qo'yilsa¸ bundan ikki tomon ham faqat yutadi, deydi Qalis Jumaqanov. Kuzatuvlarga ko'ra, Qirg'izistondan O'zbekistonga go'sht olib kelinishiga rasmiy taqiq bo'lishiga qaramay chegara hududlarda yashovchi o'zbekistonlik aholi turli yo'llar orqali baribir Qirg'izistonda go'sht olib o'tishni to'xtatmagan. ...

Kyrgyz meat may return to Uzbek meals. Kyrgyz media reports that a positive outcome is expected from the negotiations that Kyrgyz Prime Minister Doniyor Usenov held with Uzbek officials in Tashkent on 27 December 2009 to discuss the [Uzbek] ban on [Kyrgyz] meat exports. After his return to Bishkek, Doniyor Usenov told journalists that during the Tashkent meeting, Uzbekistan agreed to send a specialist working group to Kyrgyzstan to study the situation with regard to epizootic diseases, i.e. epidemic animal illnesses. If the Uzbek experts approve of the animal diseases situation in Kyrgyzstan, Kyrgyzstan may resume meat exports to Uzbekistan. According to Abdurasul Boltayev, a staffer at the Uzbek State Veterinary Service, Uzbekistan is prepared to study Kyrgyzstan's meat export proposals. "As far as export meat goes, exactly, as our prime minister said, this is indeed stipulated in our laws. We have a right to send specialists to inspect - in line with the procedure - the areas where meat is produced or processed. If they need to export to Uzbekistan, we examine the meat there to ensure that it is safe in veterinary terms. In other words, it is our responsibility to block the spread of very dangerous infections to our country. That is the ultimate objective. If the other side makes a proposal, we will definitely consider it and act accordingly," says Abdurasul Boltayev. Mr Boltayev says the ban on the import of Kyrgyz meat was prompted by an outbreak of dangerous animal diseases in the neighbouring country four years ago. "The ban came after highly contagious animal diseases were recorded. There were cases in 2006 and more happened later, in 2008. We monitor all of them. We, in fact, monitor it every day," says Abdurasul Boltayev. Following an outbreak of foot-and-mouth disease in Kyrgyzstan in 2006, Uzbekistan, Kazakhstan and Russia imposed a ban on meat imports from the country. In September 2009 Kazakhstan lifted the ban. Now Uzbekistan is expected to do so. The Kyrgyz press, particularly local specialists who publish comments, insist that the last two years have seen no dangerous animal diseases in the country. Qalis Jumaqanov, head of Kyrgyzstan's Animal Health public association, says the veterinary situation in the country has also improved. "It is true that two or three years ago, Kyrgyzstan was hit by an epidemic of animal disease. Various dangerous and contagious infections were spreading among animals. But, over the last few years, we have studied the situation with the help of specialists and succeeded in turning it around. Today Kyrgyzstan has not a single case of infectious or dangerous animal disease, such as foot-and-mouth or anthrax, Everyone knows how the Kyrgyz media works - you can't keep any event or incident secret from the journalists. I mean I'm telling you the truth. Uzbek experts are welcome to come to see the situation here for themselves. The two sides would only benefit from a resumption of the meat trade," says Qalis Jumaqanov. According to observations, despite Uzbekistan's official ban on Kyrgyz meat imports, Uzbekistanis living in border areas still bring in meat from Kyrgyzstan, using verious methods. ...

Toshkent-Dushanbe bahsiga vositachi topildi Yirik to'g'onlar bo'yicha xalqaro komissiya rahbari Jia Jinsheng bu taklifni Tojikiston Tashqi ishlar vaziri Hamroxon Zarifiy bilan muzokaralar chog'ida o'rtaga tashlaganini ma'lum qildi. - Men ishonch bilan ayta olamanki, biz bu masalada vositachi bo'la olamiz va bu muammoning hal bo'lishi uchun eng yaxshi variantlarni taklif qilamiz. Albatta¸ har bir yirik gidroenergetik inshoot loyihasining jamiyat va muhit uchun ma'lum xavfi bor. Ammo hukumatlar bir-birlari bilan hamkorlikda bu xavf darajasini pasaytirishi mumkin, dedi to'g'onlar bo'yicha xalqaro komissiya rasmiysi. Biroq Jinsheng janoblari Markaziy Osiyoning ikki mamlakati o'rtasidagi kelishmovchilikni qanday hal qilmoqchiligi yuzasidan konkret izoh bermadi. Bir necha yildirki, Markaziy Osiyo ayrim davlatlari, jumladan, O'zbekiston Tojikiston va Qirg'izistonda yirik GESlar qurilishiga astoydil qarshilik ko'rsatib keladi. Rasmiy Toshkent har gal Tojikiston va Qirg'izistondan transchegaraviy daryolar ustida yirik gidroinshootlar qurmaslik yoki qurganda ham buning xalqaro ekspertizadan o'tkazilishini talab qilib keladi. Aytilishicha, Jahon Banki ekspertlari Rog'un GESi qurilishiga doir loyihani o'rganmoqdalar. Ekspertlar xulosasi rasman e'lon qilinganidan so'ng Rog'un qurilishi boshlanishi borasida qo'shni davlatlar xabardor etiladi. Biroq, ayrim rasmiy manbalardan olingan ma'lumotlarga ko'ra, Rog'un GESi maydonida shu kunlarda qurilish ishlari avjida. Yirik to'g'onlar bo'yicha Tojikistondagi milliy qo'mita kotibi Homidjon Oripov O'zbekiston bilan Tojikiston o'rtasidagi nizolar, xususan, mintaqa suv zahiralaridan foydalanish borasidagi kelishmovchiliklar siyosiy xususiyatga egaligini ta'kidlaydi. Uning fikricha, O'zbekiston tomoni mintaqada bunyod etilajak yirik gidroinshootlar ortidan minglab gektar ekin maydonlari sug'orilishini ham yaxshi biladi, ammo o'z siyosiy manfaatlarini ko'zlagan holda, ekologik xatarlarni ro'kach qilib, Tojikistonda GESlar qurilishiga keskin qarshilik qilib keladi. Shu o'rinda Oripov Tojikiston shimol-sharqida xitoylik energetiklar tomonidan qurilishi rejalashtirilgan, ammo O'zbekiston aralashuvidan so'ng taqa-taq to'xtab qolgan Zarafshon GESi va bu inshoot atrofida 2008 yilgi ikki tomonning dahanaki janglarni eslatadi. ...

The Tashkent-Dushanbe dispute gets a mediator. Jia Jinsheng, chief of the International Commission on Large Dams [ICLD], has said he made this [mediation] proposal at talks with Hamroknon Zarifiy, Tajikistan's foreign minister. "I can say with confidence that we can act as a mediator on this matter and propose the best options in order to resolve the issue. Of course, any major hydro power structure does pose a certain degree of danger to society and the environment. But governments could lessen this degree of danger together," said the ICLD official. Mr Jinsheng, however, did not explain how exactly he was going to resolve the row between the two Central Asian nations. Over the last few years, some Central Asian countries, namely Uzbekistan, have firmly opposed construction of large hydro power plants in Tajikistan and Kyrgyzstan. Each time officials in Tashkent demand that Tajikistan and Kyrgyzstan stop construction of major hydro facilities on cross-border rivers, or at least have them examined by international experts before going ahead. Though Tajikistan insists that it does support the idea of an international study, the two neighbors still remain at loggerheads. World Bank experts are said to be studying the Roghun hydro power plant project. Once the experts release their findings, neighbouring nations will be informed about the start of the Roghun construction project. According to data from some official sources, however, construction work is at full swing at the Roghun site at the moment. Homidjon Oripov, secretary of Tajikistan's national committee on major dams, stresses that the disputes between Uzbekistan and Tajikistan, specifically differences over use of regional water resources, are political in nature. In his view, even though Uzbekistan knows well that the large hydro facilities that are to be built in the region would make it possible to irrigate thousands of hectares of land, it, nevertheless, keeps sharply opposing construction of hydro power plants in Tajikistan on the pretext of environmental risks - because of its political interests. At this point Oripov recalled the 2008 war of words between the two sides over the Zarafshon hydro power plant in Tajikistan's northeast whose planned construction by Chinese energy experts was stopped after Uzbekistan interfered. ...

Kazakhstan is prepared to help Austrian law-enforcement agencies investigate the kidnapping and murder of Zholdas Timiraliyev and Aybar Hasenov, top managers at Nurbank, a joint-stock company.

"During the investigation we made a lot of things available for them. They wanted to see some things and question certain people and we made this possible. The prosecutor herself would not come here; she used video conferencing to question all witnesses and those linked to this case," a source at the Kazakh Prosecutor-General's Office has told Interfax-Kazakhstan news agency.

"They always ask us not to interfere in their probe. If they want to get in touch, we accept that with pleasure. Moreover, you know, there have been all kinds of insinuations surrounding this case, which is probably why the Austrian prosecutors think this sort of contact is only needed when necessary. I would not say we do not keep in good contact with them, just business contact," he added.

Rakhat Aliyev [Kazakh President Nursultan Nazarbayev's ex-son-in-law who now lives in exile in Austria] is under investigation by the Austrian prosecutors [for an alleged part] in the murders of the two bankers in Almaty [former Kazakh capital].

"At the moment, the same criminal case is being probed in Austria. They have taken all of its files and are looking into the case themselves. And, obviously, if the prosecutor comes to the conclusion that she has enough evidence to press charges against him (Rakhat Aliyev - Interfax-Kazakhstan), she will charge him and go to court. The court will try the same case as we investigated. This is because they refused to hand him over to us. There is an international principle that states: [a country has to] either extradite [a wanted person] or put him on trial itself. In other words, if one does not hand over a criminal, one is obliged to investigate him oneself to find things out," the source said.

"If Austria asks us for help, we must provide it. If it does not, then we just have to await the prosecutor's decision and then, the court's. By Western standards, this is not a quick process and will probably take longer than a month, or even two," he underlined.

At the present time the status of Kazakh language has improved.
There are many good points of speaking Kazakh.
For example, my job is closely related to Kazakh language.
In my opinion, citizens of Kazakhstan should learn the Kazakh language properly.
At the moment in Kazakhstan there are more than 150 nation representatives living in peace.
Nevertheless, not all of them speak Kazakh.
In comparison with the Soviet period, other nations realized the importance of Kazakh language and now they are learning it.
In my opinion, it is a very joyful moment.
Importance of the Russian language still prevails.
But it is associated with our history.
Of course, there is no doubt that importance of Kazakh language will grow in future.
Government now pays more attention to the Kazakh language.
A lot of foreign literature is being translated and schoolbooks are being written in Kazakh.
By the farsighted policy of our president, there is a trilingual policy is being pursued in our country.
Because, in his words the people of Kazakhstan are trilingual, i.e.
they should learn Kazakh, Russian and English languages properly.
Therefore, these languages satisfy the modern important demands to get on the same level with developed countries.
I believe that in the future Kazakhstani people will learn three languages thoroughly, develop the Kazakh language and will extend the borders.

Suv, siyosat va ekologiya Markaziy Osiyodagi suv-energetika muammolari endi O'zbekiston siyosiy partiyalarining kun tartibiga chiqdi. O'zbekistondagi 12 uz axborot portalining 13 aprel kuni xabar berishicha, O'zbekiston Oliy Majlisi qonunchilik palatasida Tadbirkorlar va ishbilarmonlar harakati– Liberal Demokratik partiyasi fraktsiyasi tashabbusi bilan suv zahiralaridan foydalanish mavzusida davra suhbati o'tkazilgan. Bu davra suhbatida Oliy Majlisning har ikki palatasi deputatlari, O'zbekiston ekologiya harakati va jamoatchilik vakillari ishtirok etganlar. Oddiy, lekin chigal masala Markaziy Osiyodagi suv muammolari bir qarashda juda oddiy masaladek ko'rinadi. Lekin bu masalaning ichiga kirgan sayin muammoni hal etish chigallashib boraveradi. Oddiyligi shundaki, Qirg'iziston va Tojikiston Sirdaryo va Amudaryo boshlanadigan irmoqlarda katta suv zahira qiladigan GESlar qurmoqchi. Bu Qambarota va Rog'un. Bu davlatlarda gaz va neft singari yonilg'i resurslari bo'lmagani uchun, ular elektr energiyasiga bo'lgan ehtiyojlarini shu yo'l bilan qondirmoqchi. Masalaning chigalligi shundaki, bu loyihalarga O'zbekiston qarshi. Yaqinda bu qarshilikka Qozog'iston va Turkmaniston ham qo'shilmoqchi. Qarshilikning sababi shunday:«Agar bu GESlar bunyod etiladigan bo'lsa, daryolarning quyi oqimlarida joylashgan davlatlar uchun juda katta suv muammosi vujudga keladi. Markaziy Osiyoning 50 millionlik aholisi tang ahvolda qoladi. Ekologiya buziladi, Orol bo'yidagi ahvol bundan ham battar bo'ladi", deyiladi davra suhbati mazmunini chop qilgan partiya internet saytida. Bu xabarda ta'kidlanishicha, Tojikiston va Qirg'iziston hukumatlarining suv zahiralaridan boshqa davlatlar ehtiyojini hisobga olmagan holda foydalanayotgani, Qozog'istonning Qizil O'rda, Turkmanistonning Dashxovuz, O'zbekistonning Xorazm, Navoiy, Buxoro viloyatlari va Qoraqalpog'iston respublikasi ekologiyasini inqiroz holatiga olib keladi hamda bu erda yashovchi aholi salomatligiga, genofondiga katta ziyon keltiradi. Shuning uchun ham O'zbekiston Oliy Majlisi deputatlari suv masalasi xalqaro me'yorlar asosida hal etilishi lozim, deb hisoblaydilar. O'zbekiston Liberal-demokratik partiyasining matbuot xizmati rahbari Akbarxon Magdievning Ozodlikka aytishicha, partiya bu muammolardan chetda turolmaydi. ...

Water, politics and environment. Political parties in Uzbekistan are only now including Central Asia’s hydro-energy problems on their agendas. The Uzbek news website 12.uz reported on 13 April that the Uzbek parliament’s lower chamber hosted a round-table meeting on the use of water resources, which was initiated by the [ruling] Liberal Democratic Party of Uzbekistan - the movement of entrepreneurs and businessmen. The meeting was attended by MPs from both parliamentary chambers, representatives from the Ecological Movement of Uzbekistan and some public figures. It is a simple but complicated issue. The water problems in Central Asia seem like a very simple issue at first glance. However, the deeper you dig in, the more complicated it gets to solve the problem. What is simple about it is that Kyrgyzstan and Tajikistan are planning to build hydro-power plants with large water reservoirs on the upper streams of the Syr-Darya and the Amu-Darya rivers. They are called Kambar-Ata and Roghun. Because these countries do not have resources like oil and gas, they are trying to satisfy their demand for electricity in this way. And what is complicated about this issue is that Uzbekistan is opposed to these projects. Soon, Kazakhstan and Turkmenistan are also going to join this resistance. The reason for the resistance is this: “if those hydro-power plants are constructed, the countries situated further down the streams will face a huge water problem. Some 50 million people in Central Asia will be left in a dire condition. Environment will deteriorate and the situation around the Aral Sea will become even worse,” the party’s website said in a report on the round-table meeting. The report emphasized that the use of water resources by Kyrgyzstan and Tajikistan in defiance of other countries’ needs will cause an ecological crisis in Kazakhstan’s Kyzylorda, Turkmenistan’s Dashoguz, Uzbekistan’s Xorazm, Navoiy and Buxoro regions as well as in the Republic of Qoraqalpogiston [Uzbekistan’s autonomy], and will inflict a considerable damage on the health and the gene pool of local residents there. Therefore, Uzbek MPs believe that water problems should be solved in accordance with international norms. The head of the Uzbekistan Liberal Democratic Party’s press service, Akbarxon Magdiyev, told Radio Liberty that the party cannot stand aside from these problems. ...

Qirg'izistonda maktab reketi avj oldi Chunki, rasmiy ma'lumotlarga ko'ra, Qirg'izistonda so'nggi paytlarda maktab reketi bilan bog'liq holatlar ko'paygan. Bir yilning ichida Qirg'izistondagi 2000 maktab tekshirilib, o'z sinfdoshlarini reket qilayotgan 400 ga yaqin o'quvchi borligi aniqlangan. Bishkek maktablaridan birida o'qiydigan 11-sinf o'quvchisi Nurislom maktab reketi avj olib ketayotgani, militsiya tomonidan bu illatni bartaraf qilishga qaratilgan chora-tadbirlar va tekshiruvlar hech qanday natija bermayotganidan shikoyat qiladi. - Maktab reketirlari har bir o'quvchidan 100 so'mdan (taqriban 2,2 AQSh dollari- tahr. ), ayrim o'quvchilarga esa 500 so'mdan (taqriban 11 dollar– tahr. ) soliq solishadi. Agar bu pulni olib kelib bermasang, o'lgudek kaltaklashadi. Bu haqda biz birovga aytolmaymiz. Chunki bu haqda ota-onamizga, o'qituvchilarimizga yoki militsiyaga aytsak, butun maktab bizni“Kazel” deb masxara qiladi, - deydi Nurislom. Suhbatdoshimiz aytganiga ishonadigan bo'lsak, maktab reketirlari o'quvchilarga soliq solib, bitta maktabning o'zidan kuniga bir necha ming so'mlik naqd pulga ega bo'ladilar. Bishkekda esa 100 ta maktab bor. Qirg'iziston ichki ishlar vazirligiga ko'ra, bu maktablardan to'plangan pulning bir qismi uyushgan jinoiy guruhlar hisobiga o'tkaziladi va qamoqda yotgan jinoyatchilarga oziq-ovqat xarid qilish uchun sarflanadi. Qizig'i shundaki, maktab reketirlari o'sha maktabning o'zida o'qiyotgan yuqori sinf o'quvchilari orasidan tanlanadi. Bu ish, ayrim ma'lumotlarga ko'ra, uyushgan jinoiy guruhning o'sha maktab joylashgan hududdagi vakili ishtiroki bilan amalga oshiriladi. Chunki jinoyat olami maktablarda jinoiy tartiblar va qonunlar o'rnatilishidan, buning oqibatida jamiyatda jinoyat olaminingg o'ziga xos qonunlar asosida fikr yuritadigan avlod etishib chiqishidan manfaatdordir. Shuning uchun ham Qirg'iziston Ichki ishlar vazirligi jinoyatchilikka kurash kapmaniyasi doirasida maktab reketiga qarshi kurashni ham kuchaytirmoqda. - Biz o'quvchilarni talab-to'nash va bu kabi holatlarning oldini olish maqsadida“Antireket” degan dasturni ishlab chiqqanmiz. Bu dastur asosida Qirg'izistondagi 2144 ta maktabda qattiq tekshiruv ishlarini olib bordik va 398 ta o'quvchini ro'yxatga oldik, -dedi Qirg'iziston Ichki ishlar vazirligi rasmiysi Erkinboev. Maktab reketiga qarshi kurash o'z maktabdoshlaridan pul undirish bilan shug'ullangan yoshlarni ro'yxatga olish bilangina cheklanib qolmoqda. Chunki Qirg'iziston qonunchiligida maktab reketi degan tushuncha yo'q va bunday modda bilan hech kimni jinoiy jazoga tortib bo'lmaydi. Militsiyaning bu borada ojiz ekanini sezgan balog'atga etmagan reketirlar esa o'z faoliyatini to'xtatishni xayoliga ham keltirmayaptilar. Shuning uchun ham Qirg'iziston fuqaroviy jamiyati maktab reketi bilan shug'ullangan o'smirlarni jinoiy javobgarlikka tortib bo'lmasa, ularning ota-onalarini o'z farzandlari tarbiyasiga ahamiyat berishga majburlash lozim, degan g'oyani ilgari surmoqdalar. - Masalan, Rossiyada ota-onalarning mas'uliyatini oshiruvchi qonun ishlab chiqildi. Bu qonunga muvofiq, tartibbuzarlik qilgan farzandning ota-onasi juda katta miqdorda jarima to'laydi. Shundan so'ng ota-ona farzandi tarbiyasiga e'tibor bera boshlaydi. Qirg'izistonda ham mana shunday qonunni qabul qilish kerak, - deb fikr bildirdi“Ko'k bo'ri” federatsiyasi vakili Temir Duyshekeev. Ayni paytda Qirg'izistonda yoshlarning o'zlari maktab reketiga qarshi kurash jamiyatlarini tashkil etmoqdalar. Bu yo'nalishda“Net reketu” deb nomlangan maxsus internet sayti ham faoliyat yuritmoqda. Ammo hozircha yangi bo'lgan bu harakat maktab reketiga qarshi kurashda sezilarli yutuqlarga erishi olgani kuzatilmayapti.

Extortion has become rife in Kyrgyzstan’s schools. Because, according to official reports, school extortion cases have been on the rise lately. A year-long inspection of 2,000 schools in Kyrgyzstan has revealed nearly 400 pupils engaged in extorting fellow classmates. Nurislom, a grade 11 student at a Bishkek school, complains that school extortion is becoming rife, and that police counter-measures and inspections are failing to produce results. “The school extortionists levy a tax of 100 som (about 2.2 US dollars - the editor) for each pupil, and even 500 som (about 11 dollars - the editor) for some. They tax them. If you don’t bring the money, you get savagely beaten up. We can’t tell anyone about this. Because if we report it to our parents, teachers or police, everyone at school will call us “informer”. If we are to believe what the interviewee says, by imposing a tax on pupils, school extortionists earn several thousand som a day in cash from one school alone. There are 100 schools in Bishkek. According to the Kyrgyzstani Interior Ministry, some of the money extorted at the schools is transferred to the accounts of organized crime groups and is then spent to buy food for criminals doing time in prison. Interestingly, school extortionists are selected from among the same school’s senior pupils. This job, according to some reports, is done by the organized crime group’s proxy responsible for the area where that particular school is located. Because the criminal world is interested in the establishment of criminal rules in schools that would result in the emergence of a generation of people with a mentality imposed by the criminal world. The Kyrgyzstani Interior Ministry is therefore boosting the fight against school extortion as part of its anti-crime campaign. “We have developed a program called “Anti-extortion” to prevent cases of school extortion. Under this program, we conducted ruthless inspections at 2,144 schools across Kyrgyzstan and put 398 pupils on the watch list,” said Erkinboyev, a Kyrgyzstani Interior Ministry official. The combat against school extortion is failing to go beyond putting on the watch list teenagers involved in extortion at their own schools. Because in Kyrgyzstani legislation there is no such thing as school extortion so you can’t use the law to prosecute anyone. Juvenile extortionists, who know police can’t do anything, are not even thinking of stopping what they are doing. Since teenagers engaged in school extortion can’t be prosecuted, Kyrgyzsani civil society is proposing compelling parents to pay more attention to the upbringing of their children. “In Russia, for instance, a law increasing parental responsibility has been developed. The law compels the parents of an offending child to pay a huge fine. This makes parents take their kids’ upbringing more seriously. Kyrgyzstan, too, needs a similar law,” said Temir Duyshekeyev of the Blue Wolf federation. Meanwhile, young Kyrgyzstanis themselves are setting up societies to fight school extortion. A dedicated website called “No to Extortion” is working to this end, too. The fledgling movement, however, has yet to achieve noticeable results in the combat against school extortion.

1. CONFIDENTIALITY:

(a) Confidentiality Obligation: I acknowledge that in the course of my employment, including any period prior to such employment in which I was an independent contractor engaged by the Employer, its affiliates, or any third parties to whom the Employer provides services (hereinafter “Third Parties”) I have or may gain access to and may gain possession of Confidential Information (as defined below) of the Employer, its affiliates or Third Parties, including, without limitation, XXX XXX, Inc., XXX LLC, XXX LLC, and XXX LLC. 2. PROPRIETARY RIGHTS OWNERSHIP AND ASSIGNMENT:

(a) Ownership and Assignment: All Works (as defined below) are and shall be the sole property of the Employer, its affiliates, and/or Third Parties (as provided for in any applicable agreements between such entities governing such Works) (the “Owner”), and the Owner shall be the sole owner of all patents, copyrights, and other rights relating to Works. I acknowledge and agree that all copyrightable Works are “works made for hire” and, consequently, that (i) I have no ownership rights to the Works; and (ii) the Owner owns all patents, copyrights, or other rights thereto. This paragraph shall not apply to any development which meets all of the following three conditions: (i) I do the work entirely by myself without use of the facilities, property, or resources of the Employer, its affiliates, or Third Parties, (ii) I do the work entirely on my own time, and (iii) the development does not relate to the business or research or to the planned business or research of the Employer, its affiliates or Third Parties, including, without limitation, any work for its or their customers or clients.

(c) Disclosure and Cooperation: I shall disclose promptly to the Employer or its authorized agent all information regarding Works as soon as is possible. To that end I will execute, verify and deliver such documents and perform such other acts (including appearances as a witness) as the Employer may request for use in applying for, obtaining, perfecting, evidencing, sustaining and enforcing such rights and the assignment thereof. My obligation to assist the Employer with respect to such rights relating to Works shall continue beyond termination of my employment, but the Employer shall compensate me after termination of my employment for the time actually spent by me at the Employer's request on such assistance.

(d) Exclusion of Prior Works: As a matter of record, I have set forth on Exhibit A (Prior Works) attached hereto a complete list of all work product or inventions possibly related to the business of the Employer, its affiliates, or Third Parties that I, alone or jointly with others, claim to have authored, conceived, developed or reduced to practice prior to the commencement of my engagement with or employment by the Employer, that I consider to be my property or the property of third parties and that I wish to have excluded from the scope of this Agreement (collectively referred to as “Prior Works”). (If disclosure of any such Prior Work would cause me to violate any prior confidentiality agreement, I understand that I am not to list such Prior Work in Exhibit A but am only to disclose a cursory name for each such work, a listing of the party to whom it belongs and the fact that full disclosure as to such inventions has not been made for that reason. A space is provided on Exhibit A for such purpose.) If no such disclosure is attached or if Exhibit A is blank, I represent that there are no Prior Works. If, in the course of my employment by the Employer, I incorporate a Prior Work into any product, process, material or machine of the Employer, its affiliates or Third Parties, or any of its or their customers, clients or contractors, the Employer and/or Owner is hereby granted and shall have a nonexclusive, royalty-free, irrevocable, perpetual, worldwide license (with rights to sublicense through multiple tiers of sublicensees) to make, have made, modify, reproduce, use and sell such Prior Work. Notwithstanding the foregoing sentence, I agree that I will not incorporate, or permit to be incorporated, Prior Works in any such product, process, materials or machine, without the Employer's express prior written consent.

3. NO VIOLATION OF PRIOR AGREEMENTS OR RIGHTS:

(a) I hereby represent and warrant to the Employer that, except as I have disclosed in writing to the Employer, I am not bound by the terms of any agreement with any previous employer, current employer or other party to refrain from using or disclosing any trade secret or confidential or proprietary information in the course of my employment with the Employer or to refrain from competing, directly or indirectly, with the business of any such previous employer or any other party. I understand that Agreements with employers or other parties in unrelated businesses, including but not limited to ___________________________________, will not be bound by this provision.

(b) I further represent and warrant to the Employer that my performance of all terms of this Agreement and as an employee of the Employer does not and will not breach any agreement to keep in confidence any trade secret or confidential or proprietary information acquired by me in confidence or trust prior to my employment by the Employer, and I will not disclose to the Employer or use in any Works any trade secret or confidential or proprietary information or material belonging to any previous employer or any other party.

4. MISCELLANEOUS:

(a) Governing Law; Severability: This Agreement shall be governed by the laws of the Commonwealth of Massachusetts, without giving effect to conflict of laws principles. In the event that any court having jurisdiction shall determine that any provision of this Agreement shall be overly broad in any respect or otherwise unenforceable, such provision shall be modified as necessary to render it enforceable, and shall be enforced accordingly. In the event that, notwithstanding the foregoing, such court shall determine any such provision to be wholly unenforceable, then such unenforceable provision shall be deemed eliminated from this Agreement, and the remaining provisions of this Agreement shall nevertheless remain in full force and effect. The section and paragraphs titles and headings in this Agreement are for reference only and shall not constitute a part of this Agreement or affect the interpretation thereof.

(b) Successors and Assigns: This Agreement shall inure to the benefit of and be binding upon the Employer, its successors and assigns, and on me, my successors, assigns, heirs, executors, administrators and legal representatives. I expressly consent to be bound by the provisions of this Agreement for the benefit of any affiliate of the Employer or Third Party to whose employ I may be transferred without the necessity that this Agreement be re-signed at the time of such transfer.

(c) Waiver: No delay or omission by me or the Employer in exercising any right under this Agreement shall operate as a waiver of that or any other right. A waiver or consent given by me or the Employer on any one occasion shall be effective only in that instance and shall not be construed as a bar or waiver of any right on any other occasion.

(e) Entire Agreement: This Agreement sets forth the entire and complete agreement between the parties with respect to the subject matter hereof and supersedes and merges all prior negotiations, understandings, and agreements, oral or written, with respect to such subject matter. Notwithstanding the foregoing, I acknowledge and agree that nothing herein contained is intended to limit, modify or replace any other agreement or obligation I may have with respect to confidentiality and non-disclosure of proprietary or confidential information or assignment of inventions or work product that was entered into with respect to a particular project or a disclosure by a third-party to the extent such agreement or obligation is more favorable to or protective of the interests of the Employer or its affiliates or such third-party. This Agreement may be modified only by an instrument in writing signed by the party sought to be bound by such modification.

5. NEED FOR THIS AGREEMENT: I agree that because of the nature of the Employer's business, the restrictions contained in this Agreement are reasonable and necessary in order to protect the legitimate interests of the Employer, its affiliates, or Third Parties.

6. REMEDIES: I understand that if I violate any provision of this Agreement relating to Confidential Information, Works or my duty to cooperate in matters relating to protection of intellectual property, the Employer and/or its affiliates or Third Parties will suffer immediate and irreparable injury. If I violate any of such provisions, I agree that, in addition to any other remedies that may apply, my strict compliance with this Agreement should be ordered by a court of competent jurisdiction and the Employer is therefore entitled to preliminary and final injunctive relief to enforce this Agreement.

7. I ACKNOWLEDGE THAT I HAVE READ THIS AGREEMENT CAREFULLY, AND THAT I FULLY UNDERSTAND AND AGREE TO ALL OF ITS TERMS.

Tojikistonlik qizlar turmushga kechroq chiqadigan bo'ldi Tojikiston“Oila kodeksi”ga kiritilgan o'zgartish 2011 yildan kuchga kiradi. Kelgusi yildan tojikistonlik qizlar 18 yoshga to'lganidan so'ng turmushga chiqishi mumkin. Istisno holatlarda turmushga chiqish 17 yoshdan etib belgilandi. Shu kungacha Tojikistonda qonun bo'yicha qizlar 17 yoshda turmushga uzatilayotgan edi. Ammo ayrim hollarda 16 va hatto undan ham kichik yoshdagi qizlar mustaqil hayot boshlagani kuzatiladi. Tojikiston parlamenti vakilasi Xayriniso Yusufiy qizlar ma'rifatli, jismonan sog'lom bo'lishi hamda mustaqil hayotga tayyor bo'lishlari uchun nikoh yoshi 17 dan 18 ga o'zgartirilganini ta'kidladi. - Bu uzoqni o'ylab bosilgan qadamdir. Bu qonunning joriy etilishi ortidan jamiyatimizda yosh oilalar buzilishiga ham chek qo'yilishiga ishonaman, deydi deputat Yusufiy. Asnoda ko'pchilik tojikistonlik ota-onalar, yigit va qizlar ham parlament qabul qilgan yangi qonun bilan rozilar. - Oldingi vaqtlarda bitta qishloqda bir yoki ikkita shunday oilasi buzilgan bo'lardi. Hozir bir oilada ikkitayam bor, uchtayam bor shunday ajralib kelgan qizlar. Qizlarni 16 yoshda erga berishayapti. Ular albatta yoshlik qiladi, gap ko'tarmaydi. Keyin ajralib keladi. Shuning uchun ham qizlarimizning 18 yoshda turmush qurishi to'g'riroq, menimcha, deydi Rudakiy tumanida yashovchi Oyxol opa. Suhbatdoshimiz yoshlikdan turmushi achchiq bo'lib, beva qolgan qishloqdoshlari hayotidan misol keltirar ekan, oradagi tushunmovchiliklar tufayli ko'pchilik qizlarga telefon orqali taloq berilayotganidan kuyundi. Navbatdagi suhbatdoshimiz Shoira bundan bir yil avval, ya'ni 17 yoshida ota-ona roziligi bilan turmushga chiqqan ekan. U ham“qizlar 18 va undan yuqori yoshlarda turmush qursa, ayni muddao bo'lardi”, deya mulohaza bildiradi. - Ota-onaning uyi baribir boshqa ekan. Yosh turmushga chiqdim. Ko'pincha, uyquga to'ymay qolaman, hayot majbur qilar ekan, deydi Shoira. Oiladagi vaziyat bois kech turmushga chiqqan Vahdat tumanida yashovchi Safargul aya ham qizlarning 18 yoshdan oshib turmushga chiqishlari tarafdori ekanini aytadi. ....

Tajik girls will now have to get married at a later age. The amendment to Tajikistan's Family Code will take effect from 2011. Starting from next year, Tajik girls can only get married after they turn 18. Only in exceptional cases are they allowed to marry at 17. Until now, the legal minimum age for marriage for Tajik women was 17. But sometimes 16-year-old or even younger girls start families. Khayriniso Yusufiy, a representative of the Tajik parliament, has underlined that the marriage age has been changed from 17 to 18 so that girls can get more educated, physically healthy and prepared for an independent life. "This is a step taken with a distant future in mind. I believe that the introduction of the new law will help put an end to divorces among young families in our society," says MP Yusufiy. Meanwhile, many Tajik parents, young men and women agree with the parliament's new law. "In early times, one or two divorces at most would happen in a village. Today we have families with two or even three divorced daughters. Girls are married off at 16. They behave immaturely and argue a lot [with their husbands]. The result is a divorce. That is why it would be more correct for our girls to marry at 18, I think," says Oykhol opa [a term of respect used to refer to a woman older than the speaker], a resident of Rudakiy District. The interviewee gave examples of fellow villagers who became widowed young as a result of bitter family lives. She regretted that because of misunderstandings, many young married women were getting a divorce by phone. Shoira, another woman we spoke to, said she got marred a year ago, when she was 17, with the consent of her parents. She similarly commented that it would serve a better purpose if young women got married at 18 or even later. "Things are different at one's parental home. I married young. I rarely get enough sleep, that is what my married life entails," says Shoira. Safargul, a resident of Vahdat District who got married late owing to a situation in her family, too, says she supports the idea of girls getting married after 18. ....

Tojikiston Bosh prokurori Bobojon Boboxonov o'z idorasining joriy yilgi 9 oylik ish faoliyatga bag'ishlab o'tkazilgan matbuot anjumanida yil boshidan beri davlat chegaralarini buzganlikda ayblangan taxminan o'nga yaqin o'zbekistonlik fuqaroning turli muddatlarga qamoqqa tashlanganini bildirgan edi. Tojikiston prezidenti maslahatchisining bildirishicha, mazkur qonunning 2-moddasiga binoan barcha xorijiy fuqarolar avf etiladi. “Shuning bilan birga¸- dedi hukumat mulozimi, - turli jinoyatlar sodir etganlikda ayblanib¸ qamoq jazosini o'tayotgan mahbuslar jazo muhlatining to'rtdan bir qismi qisqartirilib, hozirda tergovda bo'lib turgan kishilar ham butunlay avf etiladi”. Tojikiston parlamenti quyi palatasining Mudofa va milliy xavfsizlik qo'mitasi raisi Abdumannon Xoliqovga ko'ra avf etiladigan 10 000 kishi orasida harbiy xizmatdan bo'yin tovlagan yana 4000 sobiq askar ham bor. - Bu galgi avf to'g'risidagi qonunning avvalgilaridan farqi shundaki, mazkur qonun asosida SSSR, Tojikiston SSR va Tojikiston respublikasi qahramoni unvoniga ega bo'lgan shaxslar, ehtiyotsizlik yuzasidan jinoyat sodir etganlar butunlay ozodlikka chiqariladi. Yana bir asosiy nuqta shuki bu gal ko'proq ayollar ozod etiladi. Bu gal o'tgan avflardan farqli sobiq tojik muxolifati a'zolari ham avfga tushadi, dedi parlament quyi palatasi deputati Abdumannon Xoliqov. Abdumannon Xoliqovning ta'kidicha, Tojikistonda davlat to'ntarishi uyushtirishga uringan, qasddan odam o'ldirgan erkak va ayollar bir umrlik qamoq jazosiga hukm etilganlar va diniy ekstrimistik tashkilotlarga a'zolikda ayblangan kishilar umuman avf etilmaydi. Shuning bilan birga¸ - dedi tojik deputati¸ - turli jinoyatlar sodir etgan va jazo muhlatining to'rtdan uch qismini o'tagan kishilar ham amnistiyaga tushadi. “Avf to'g'risidagi qonun” loyihasi muhokamasida qatnashgan Tojikiston Kommunistik partiya raisi Shodi Shabdolov avfga tushishi aytilayotgan 10 000 kishi ishi bilan belgilangan uch oy davomida tanishib chiqish va qonun talabini vijdonan bajarish mumkinligiga shubha bilan qarashini aytadi. Kommunistik partiya rasmiysiga ko'ra Tojikistonda shuncha prokurorning o'zi yo'q. - Qamoqxona bu kurort emas, biz byudjetdan qamoqxonalarga ajratayotgan mablag' mahbuslarni to'la ta'minlash uchun etarli emas. Hozirda qamoqxonalarda taxminan 11 ming mahbus tiqilib yotibdi. Ulardan ko'pi turli yuqumli kasalliklar bilan og'riganini ko'plab marta aytganmiz. Lekin ularni og'ir sharoitdan qutqaramiz deb jamiyatda ijtimoiy, iqtisodiy muammolar yaratib qo'ymas ekanmizmi¸ deb qo'rqaman. O'zi shusiz ham jamiyatda minglarcha ishsizlar bor. Qamoqxonalardagi aksariyat mahbuslar ham aynan mamlakatdagi ijtimoiy, iqtisodiy muammolar sababli jinoyatga qo'l urishganku, deydi Shodi Shabdolov. Kommunisttik partiya rasmiysi birdaniga 10 000 kishini avf etish xayrli qadam ekani barobarida, tojik jamiyatida jinoyatchilikning keng quloch yozishi uchun katta imkoniyat hamdir¸ deya mulohaza bildiradi. - Menimcha davlat birdaniga buncha kishini avf etishni zimmasiga olmasligi kerak edi. Bu avfning ortidan bizni yana qancha tashvishlar kutib turibdi¸ buni bilmaymiz, deydi tojik deputati. Tojikiston parlamenti quyi palatasi matbuot xizmatidan olingan ma'lumotlarga ko'ra¸ “Avf to'g'risidagi qonun” loyihasi yaqin kunlarda prezident Imomali Rahmon tomonidan imzolanib¸ respublika matbuotida nashr etilgan kundan boshlab qonun kuchiga kiradi.

[Tajik President Emomali] Ramon wants to pardon 10,000 prisoners. On 2 November members of the Tajikistani parliament's lower house unanimously approved a new amnesty bill. Presidential adviser Sherkhon Salimzoda, who presented the amnesty bill to the MPs, said that it was the 12th amnesty law in Tajiistan's 18 years of independence. Under the law, 10,000 people will be amnestied, said Sherkhon Salimzoda. "Of these, 3,000 will be freed completely. They include women with young children, underage people, sick men and women over 55 years old," said the presidential adviser. Earlier, speaking to a news conference on his office's performance in the first nine months of this year, Bobojon Bobokhonov, Tajikistan's attorney-general, had said that since the beginning of the year, nearly 10 Uzbekistani nationals convicted of violating the state border had been jailed for various terms. The presidential adviser said that under Article 2 of the new law, all foreign citizens would be pardoned. "Alongside with this," said the government official, "prisoners serving time for various crimes will have their jail terms cut by a fourth, and those currently under investigation will be pardoned completely, too." Abdumannon Kholiqov, chairman of the defence and national security committee at the Tajikistani parliament's lower house, has said the 10,000 people that will be pardoned also include 4,000 ex-servicemen who refused to do military service. "The current amnesty law differs from the previous ones in that it sets free individuals decorated with a USSR, Soviet Tajikistani or Repulic of Tajikistan order of hero who are in prison for crimes committed through negligence. The other point is that more women will be released this time round. Unlike the previous amnesties, the current one also covers members of the former Tajikistani opposition," said the lower house MP, Abdumannon Kholiqov. Abdumannon Kholiqov stressed that women and men convicted of an attempted overthrow of the government, or intentional murder, those sentenced to life, and people convicted of membership of religious extremist organizations would not be pardoned at all. "Along with this," said the Tajik MP, "people convicted of various crimes who have served three-fourths of their terms will also benefit from the amnesty." Shodi Shabdolov, chairman of the Tajikistani Communist Party, who took part in debates on the amnesty bill, has said he doubts that the reviewing - within the procedural three months - of the cases of the 10,000 people that are to be pardoned, and a strict implementation of the law are possible. The Communist Party official said Tajikistan does not have a sufficient number of prosecutors to do the job. "The prison is not a resort, the budgetary funds that we allocate for the jails are not enough to provide fully for the prisoners." Today, the prisons are crammed with an estimated 11,000 convicts. We have said many times that many of them suffer from infectious diseases. But I fear that we may create social and economic problems in society if we attempt to rescue them from the difficult conditions they are in. We already have thousands of unemployed people. Most of the convicts in the prisons committed crimes precisely because of social and economic problems in the country," says Shodi Shabdolov. The Communist Party leader commented that as well as being a humane move, pardoning the 10,000 people all at once is also a big opportunity for a wide spread of crime in society. "I think the government shouldn't have taken on the responsibility of pardoning so many people at once. We don't know how much more trouble we will face following this amnesty," says the Tajik MP. The press office of the Tajikistani parliament's lower house says the amnesty bill will be signed by President Emomali Rahmon over the next few days before it comes into force on the day it is published in the country's press.

Hello! I’m Chef Rafi. Welcome to my show!

Today I’m going to cook a delicious Uzbek soup called MASTAVA.

Here are some beautiful scenes from Uzbekistan:

This is a great soup to eat if you are sick with either a cold or a fever.

Let’s start cooking!

These are the ingredients you will need:

Heat up vegetable oil in a pan to fry the meat.

You can use either lamb or beef.

Then add the chopped onions and brown them.

Chop up the tomatoes, carrots and red pepper like this:

Now let’s add the carrots and red pepper.

Add the rice and stir fry for a minute.

Add more rice if you prefer the soup thick.

Now you can add the water for the broth.

Bring the water to a slow boil and add the potatoes and tomatoes.

Scoop out the foam

When the rice and potatoes are cooked, add salt and pepper to taste.

Now I’ll add some cumin.

You can also add coriander or dill to decorate it.

If you like, top it with sour cream or yogurt.

It’s time to eat! It’s so delicious!!

Mirziyoev Rog'un GESi bo'yicha e'tiroz bildirdi Janob Mirziyoev tojikistonlik hamkasbi Oqil Oqilovga yo'llagan maktubida Rog'un GESi qurilishi loyihasi bilan bog'liq O'zbekistonni tashvishga solayotgan masalalar atrofida to'xtalgan. O'zbekiston hukumati rahbariga ko'ra, Rog'un GESi loyihasi bundan 40 yil avval eskirgan konstruktsiya va texnologik qarorlar asosida ishlab chiqilgan. Shuni nazarga olgan holda, o'zbek rasmiysining qayd etishicha, o'tgan asrning 80-yillarida qurila boshlangan Rog'un GESi qurilishini davom ettirishdan avval bu inshoot loyihasi xalqaro ekspertizadan o'tkazilishi shart va uning mintaqa ekologiyasiga xavfsizligi, Amudaryo suv oqimiga ta'siri va uning zilzilabardoshliligiga ob'ektiv va asoslangan baho berilishi zarur. “Hurmatli Oqil G'aybulloevich, O'zbekiston hukumati bir necha marta Tojikiston hukumati, Rossiya Federatsiyasi va xalqaro tashkilotlarga murojat etib, 80-yillarda qurilishi boshlangan Rog'un GESi loyihasi bo'yicha xalqaro ekspertiza o'tkazishni so'raganidan yaxshi xabaringiz bor”, deb yozar ekanShavkat Mirziyoev Tojikiston tomoni O'zbekistonning takliflariga e'tiborsizlik bilan yondoshib, Rog'un GESi qurilishini tobora jadallashtirayotganidan norozilik bildirgan. O'zbekiston hukumati rahbari Rog'un GESi seysmik jihatdan xavfli hududda joylashgani, bu hududda bir necha marta 10 balli zilzilalar qaydga olinganini eslatib o'tar ekan, shunday tabiiy ofatning yana qaytalanishi ortidan GES to'g'oni yorilib, mintaqadagi yuz minglab odamlar hayotiga zomin bo'lishini xayolga keltirishning o'zi uchun qiyinligini yozadi. Bosh vazir Shavkat Mirziyoev O'zbekiston hukumati Rog'un GESi loyihasini xalqaro ekspertizadan o'tkazish yuzasidan pozitsiyasini hech qachon o'zgartirmasligini va bu borada bir qator xalqaro tashkilotlar, jumladan, BMT, EI, Jahon banki, Osiyo va Islom taraqqiyot banklari, shuningdek, Rossiya Federatsiyasi har doim O'zbekiston pozitsiyasini qo'llab-quvvatlashishini bildirgan. Janob Mirziyoev Tojikiston hukumati O'zbekiston tomonining Rog'un GESi loyihasini xalqaro ekspertizadan o'tkazish borasidagi talablariga bu gal ham e'tiborsiz qoldirgan taqdirda, rasmiy Toshkent bu masalada xalqaro hamjamiyat va ekologik tashkilotlarga murojaat etib, mazkur loyihani amalga oshirishdagi muhtamal fojeiy oqibatlar oldini olishni so'rashini ma'lum qilgan. Tojikiston rasmiylari O'zbekiston bosh vaziri Shavkat Mirziyoev yo'llagan maktubni olganlarini tasdiqlasalar-da, bu borada hozircha o'z munosabatlarini bildirishdan tiyilishlarini bildirdilar. Shundan so'ng tojikistonlik soha mutaxassislari va mustaqil tahlilchilarning Rog'un GESi loyihasi atrofidagi O'zbekiston pozitsiyasiga munosabatlarini o'rgandik. Tojikistonlik zilzilashunos olim Sobit Ne'matulloev fikricha, GES to'g'onining zilzila oqibatida o'pirilishi yoki yorilishiga oid O'zbekiston xavotirlari asossiz. - Chunki Rog'un GESi qurilayotgan hududda hali biror marta 10 balli zilzila qaydga olinmagan. ...

Mirziyoyev has objected to the Roghun hydro power plant. In a letter to his Tajik counterpart, Oqil Oqilov, [Uzbek Prime Minister] Mr Mirziyoyev highlighted Uzbekistan's concerns about the Roghun hydro power plant construction project. According to the Uzbek head of government, the Roghun project was developed 40 years ago, based on outdated construction and technology decisions. Bearing this in mind, says the Uzbek official, the project must be studied by international experts before its construction, which started in the 1980s, goes ahead. He added that an objective and well-grounded assessment had to be made as to whether the project is environmentally safe for the region, whether it impacts water flow in the River Amudaryo and whether it is earthquake-proof. "Dear Oqil Ghaybulloyevich, you are well aware that Uzbekistan has appealed several times to Tajikistan's government, the Russian Federation and international organizations to conduct an international study of the Roghun hydro power plant project, which started in the 1980s," writes Shavkat Mirziyoyev. He also objects to Tajistan's ignorance of Uzbek proposals and to the growing pace of the Roghun plant's construction. The Uzbek head of government recalls that the Roghun hydro power plant is located in an earthquake-prone area, where several quakes measuring 10 points have previously been recorded. He writes that it is hard for him to even imagine the loss of hundreds of thousands of human lives in the region if the plant's dam bursts, should such natural disaster [earthquake] happen again. Prime Miniser Shavkat Mirziyoyev says Uzbekistan will never change its stance that the Roghun hydro power plant project must be studied by international experts, and that a host of international organizations, namely the UN, the EU, the World Bank, and the Asian and Islamic development banks, and the Russian Federation always back Uzbekistan's position. Mr Mirziyoyev says that if the Tajik government turns a deaf ear to Uzbekistan's demand for an international study of the Roghun project this time too, Tashkent will ask the international community and environmental organizations to prevent the tragic consequences associated with the project's implementation. Tajik officials have confirmed they had received Uzbek Prime Minister Shavkat Mirziyoyev's letter, but refused to react for now. We, then, learnt about what Tajik specialists and independent analysts thought about Uzbekistan's stance on the Roghun project. In the view of Sobit Nematulloyev, a Tajik seismologist, Uzbekistan's worries that the dam might collapse or burst in an earthquake are groundless. "Because never before has an earthquake measuring 10 points been recorded in the area where the Roghun hydro power plant is being built. ...

So'rovnoma Assalamu alaykum. Odatda qandaydur xislatlarimiz onamiz yo otamizda bor xislatlarga o'xshaydi: jaxl tez chiqishi, yurish, muloyimlik va x.k. Bu mavzuda otamiz yo onamizdagi qaysi xislat bizga o'tganligi haqida gaplashamiz. Insonga ota-onadan,qarindoshlardan albatta meros qoladi. Onam irodalik, qat'iyatlik, g'ayratlik va shijoatlik ayol edilar. Sanasam fazilatlari bisyor ammo, birontasi menga o'tmagan Bir yoshi katta ayol aytardilar qizbolaga onadan eng yaxshi narsalar, eng yaxshi xislatlar o'tadi deb, yana Alloh bilguvchi. balki boshqalarda ham shunaqa odat bordir... An opinion poll Hello. As a rule, some of our qualities are similar to those of our mother or father: quick temper, the way we walk, softness and so on. In this thread, we'll be discussing what qualities we've inherited from our fathers or mothers. People doubtless inherit some traits from their parents or other relatives. My mother was a strong-willed, determined, enthusiastic and courageous woman. She had a lot of good qualities, but I inherited none. I heard from one elderly woman that daughters inherit the best qualities and traits from their mothers. Allah knows the best. perhaps others have this habit too... I have a strange habit inherited from my father. After having a dinner as a guest, or at a wedding ceremony or any other event where a variety of food is served, I never feel full unless I have a meal at home afterwards. That means you don't go to wedding parties to fill your stomach up, but rather, you go there with your stomach already full. I might have inherited some little traits from my dad, but, unluckily, I don't have those I would love to have. I've inherited patience from my mom, though a little. But I'm not sure. What I got from my father is that I always try to do good for others and help them. From him I also inherited obstinacy, cleanliness, and excessive stubbornness. My mom sometimes rebukes me for being like my dad. I may have more of his traits.

Tashkent 2200 and UZINFOCOM What projects is UZINFOCOM planning to mark Tashent City's anniversary...? Surely, such notable dates will never escape the attention of UZINFOCOM Centre. It is for this reason that the centre has proposed a new website for the Tashkent city mayor's office. Its new website, which will use modern IT technologies, is to have, among other things, a special section about Tashkent City's 2200th anniversary, to publish many articles related to this historical event and to get thematic design. Alijon aka [aka: a term of respect, usually used to refer to an older man], your efforts are worthy of praise, but do you think this work is sufficient for the city's anniversary? The things you mentioned are mostly about fulfilling an order placed by the mayor's office, meaning this good work belongs to the mayor's office... What is interesting to me and others like me is what UZINFOCOM, with its huge administrative, technical and other resources, can do for our Tashkent...? Sorry for the little unclear question. If you can, please explain what you mean by your question asking what projects UZINFOCOM is planning to carry out. I need some clarity please. Ibrohim aka, OK, I'll try to paraphrase the question... In an Uzbek neighborhood, everyone tries to do whatever they can to help a neighbor who is planning a wedding or any other ceremony... some contribute with their physical work, some with money as a wedding present, some with advice. In a word, everyone does whatever they can to help him... and during the actual ceremony, they help serve the guests. This is a typical Uzbek tradition. I want to see Uzbek people's good customs online, too... To help the Sochi Olympics and to advertise the event, so many mountain climbers reached mountain peaks and put up the flags of Russia and the Sochi Olympics... There are many similar examples... I asked the question in the belief that as a patriotic-minded organization, UZINFOCOM, too, has probably developed plans and initiatives to stage city-related competitions, conferences, etc, or to make virtual anniversary badges, icons, etc, or organize similar events that we are unaware of. The question (the task) is as follows... What can we do so the holiday mood can be felt in the virtual world of Tashkent's 2200th anniversary events...? ....

PS Today many supermarkets in Uzbekistan use accounting software developed by the PANDA.uz firm. This is the one company in Uzbekistan that uses the Clarion programming language the most. Author/Topic: Clarion programming language (view count: 3920) The CLARION programming language is meant mainly for MO. It allows you to create MO software fast. To learn more, type in "clarion" in the yandex.ru search. Tutorial discs are hard to find, though. Few might have heard about it. PS Today many supermarkets in Uzbekistan use accounting software developed by the PANDA.uz firm. This is the one company in Uzbekistan that uses the Clarion programming language the most. It is probably the only one. When will you start your lessons on it? When will you begin the beginner lessons? This is a closed topic, I think... It is no easy job working on Clarion. Way more complicated than other programs! You can succeed with it only if you have a good grasp of ASCII.

Tojikiston O'zbekistonga bug'doy va kartoshka eksport qilmaydi Tojikiston bug'doy va kartoshkasini o'z qo'shnilari - Afg'oniston va O'zbekistonga eksport qilib kelar edi. Bu yil esa mamlakatda bug'doy hosili o'tgan yildagidan kam bo'lgani, Rossiya va Qozog'iston xorijga bug'doy eksportini ta'qiqlashi ortidan kelgusi yil bahorigacha Tojikiston ham yon qo'shnilarini bu turdagi oziq-ovqat mahsulotlari bilan ta'minlashdan tiyilishini e'lon qildi. Bu borada ma'lum qilgan Xatlon viloyatining Qishloq xo'jalik boshqarmasi raisi o'rinbosari Tojiddin Sodiqov bu yil mamlakatda bug'doy hosili o'tgan yilga nisbatan kam bo'lgani va boz ustiga, jahon bozorida bug'doy narxi 10 foizga qimmatlashi ortidan shunday qarorga kelinganini aytdi. - Bu yil birgina Xatlon viloyatida o'tgan yildagiga nisbatan 7 ming tonna bug'doy kam etishtirildi. Ekin maydonlari ham o'tgan yildagiga nisbatan 20 ming gektarga kam edi. Taxminan 133 mingu 55 gektar ekin maydonidan 335 912 tonna bug'doy yig'ishtirib olindi. Bug'doyga bo'lgan ehtiyojimizning 40 foizini xorijdan import qilingan bug'doy tashkil qiladi. Rossiya va Qozog'iston bug'doy sotmaslikka qaror qilganidan so'ng biz ham bug'doy va kartoshkamizni tashqariga sotishni cheklashga majburmiz. Bundan ko'zlangan maqsad mamlakat aholisini bu mahsulotlar bilan etarlicha ta'minlash va bozorlarda narxlar ko'tarilishining oldini olishdan iborat, dedi Xatlon viloyat hukumati rasmiysi Sodiqov. Rasmiyning aytishicha, 2009 yili respublikada bir million tonna bug'doy etishtirilgan bo'lib, bu mamlakat ehtiyojining 60 foizini tashkil qilgan ekan. Mustaqil tahlilchilar mamlakatga xorijdan olib kelingan g'allaning asosiy qismini tashkil qilgan Rossiya bug'doyi bundan buyon Tojikistonga sotilmay qo'yilishi va joriy yilda mahalliy bug'doyning o'tgan yildagiga nisbatan kam etishtirilishi oziq-ovqat tanqisligi keltirib chiqarishi mumkinligini taxmin qilishmoqda. Mustaqil tahlilchi Davlati Shoe'tibor BMT ma'lumotlariga tayangan holda, mamlakatdagi og'ir iqtisodiy vaziyat va bu yilgi tabiiy ofatlardan etgan zarar qabatida Rossiyaning bug'doy eksportiga cheklov joriy etishi ortidan mamlakat aholisining 9 foizi ochlik domida qiynalib qolishi mumkin, deya fikr bildiradi. Tahlilchi bozorlardagi narx-navo oshib ketishining oldini olish borasida Xatlon viloyat rasmiylarining urinishlari kutilganidek natija bermasligiga amin. Ayni paytda u bug'doy va kartoshka mazkur mahsulotlar eksporti uchun cheklov joriy qilinishidan avvalroq qimmatlaganini qo'shimcha qildi. Uning aytishicha, shu kunlarda Qo'rg'ontepa bozorlarida bir kilo bug'doy 1,3 somoniydan, ba'zi joylarda 1,5 somoniydan sotilmoqda (shu kunda 1 AQSh dollari qiymati 4,45 somoniyga teng– tahr.). Bu esa, Davlati Shoe'tiborga ko'ra, o'tgan yil shu davriga nisbatan ikki baravar qimmatroqdir. - Haqiqatan bu yil bozorlarda un va bug'doy narxi tashvishlanarli darajada oshdi. Rossiya va Qozog'iston Tojikistonga bug'doy sotishni to'xtatganidan xabar topgan aholi orasida turli xil vahimali gap-so'zlar tarqalgan. Shu sababli bo'lsa kerak, bozorlarda bug'doy, un va un mahsulotlarining narxi borgan sari ko'tarilmoqda. Ayni paytda hukumat yo'lga qo'ygan bugungi tadbir narxlarning tushishiga umuman ta'sir ko'rsatayotgani yo'q, deydi mustaqil tahlilchi Davlati Shoe'tibor. Xatlon viloyat rasmiysi Tojiddin Sodiqov esa o'tgan yilt mamlakatda bir million tonnadan ko'proq bug'doy etishtirilgani va davlatning bug'doy zahirasi kelgusi yilga ham etarli ekanini ma'lum qilar ekan, joriy yilda Tojikistonda un va un mahsulotlari taqchil bo'lmasligini ta'kidladi. U bozorlardagi narx-navo mahalliy savdogarlar tomonidan sun'iy ravishda oshirib yuborilayotganini va joylarda bu masala atroflicha o'rganilayotgani ma'lum qilar ekan, yaqin kunlarda narxlar yana avvalgi holatiga qaytarilishiga ishontirdi. - Bozorlardagi omborlarda un mo'l. Narxlar savdogarlar tomonidan sun'iy ravishda oshirilmoqda. Ular“Rossiya va Qozog'iston bug'doy bermay qo'ydi” degan bahona bilan avval arzon narxga olib kelgan unni endi bir necha baravar qimmatga sotayapti. Lekin bundan vahimaga tushmaslik kerak. Davlatning un va bug'doy zahirasi kelgusi yillarga ham etadi, dedi Xatlon viloyat Qishloq xo'jalik boshqarmasi rasmiysi Sodiqov.

Tajikistan stops wheat and potato exports to Uzbekistan. Until now, Tajikistan has exported wheat and potatoes to neighboring Afghanistan and Uzbekistan. Following a drop in this year’s wheat harvest, and after Russia and Kazakhstan banned wheat exports, Tajikistan announced that it was also suspending exports to the neighbors until next spring. Tojiddin Sodiqov, deputy chairman of Khatlon Region’s agricultural directorate, said the move was prompted by a fall in this year’s wheat harvest, coupled with a 10-per-cent jump in global wheat prices. “This year Khatlon Region alone has harvested 7,000 ton less wheat. The crop fields had also shrunk in size by 20,000 hectares, compared with a year ago. The wheat harvest from about 133,055 hectares of land was 335,912 tons. Imports make up 40 per cent of our wheat consumption. We have to cut wheat and potato exports after Russia and Kazakhstan imposed a wheat export ban. The aim is to meet domestic demand for these products and prevent price hikes on the market,” said the Khatlon Region government official. The official says that in 2009 the republic harvested one million ton of wheat - 60 per cent of domestic consumption. Because Russian wheat, which makes up the bulk of imports, will no longer be sold to Tajikistan and because of the fall in this year's domestic wheat harvest, compared with last year's, independent analysts predict possible food shortages. Davlat Shoetibor, an independent analyst, reckons, based on UN data, that in the wake of Russia's wheat export ban, compounded by the already difficult economic situation and the damage caused by this year's natural disasters, nine per cent of the country's population might suffer from hunger. The analyst is confident that Khatlon Region officials' efforts to avert price hikes will not produce the expected outcome. He also pointed out that wheat and potatoes had increased in price before the latest export curbs were imposed. In Qorghonteppa's bazaars, a kilo of wheat is now selling at 1.3 somoni, and even 1.5 somoni in some places (the current exchange rate is 1 US dollar to 4.45 somoni - the editor), he says. According to Davlati Shoetibor, this is double last year's price. "Indeed, this year there has been an alarming increase in flour and wheat prices in the markets. All sorts of speculations have spread among people after they learned that Russia and Kazakhstan had stopped selling wheat to Tajikistan. That is probably the reason why the prices for wheat, flour and its products are on the rise in the markets. At the same time, the government's latest move is failing to help bring the prices down," says the independent analyst, Davlati Shoetibor. Tojiddin Sodiqov, a Khatlon Region official, however, has said that last year the country produced more than one million of wheat, and that the state wheat reserves were large enough to last the country even for next year. He also insisted that Tajikistan will suffer no shortage of wheat flour and its products this year. He also said that the market prices were being artificially driven up by local traders and that the issue was being thoroughly studied in the localities. He gave an assurance that the prices would brought back down over the next few days. “There is plenty of wheat flour in storehouses at the bazaars. The prices are being artificially inflated by traders. They are using the Russian and Kazakh wheat export ban as a pretext to sell the wheat flour they imported earlier at several times its original price. But this must not cause alarm. The government’s flour and wheat reserves will last it even for the next few years,” said Sodiqov, chairman of Khatlon Region’s agriculture directorate.

Dushanbe rasmiysi Rasht voqealarida xorij davlatlarini aybladi 30 sentyabr kuni Tojikistondagi kuch ishlatar salohiyatiga ega tizim rahbarlarining bari hukumat kuchlarining“noqonuniy qurolli guruhlar”ga qarshi amaliëtlarini muvofiqlashtirish maqsadida mamlakat sharqi – Rasht rayoniga jo'nab ketishdi. 19 sentyabr kuni Rasht rayonining Kamarob dovonida hukumat kuchlariga qurolli hujum uyushtirilgandan beri¸ Tojikiston kuchishlatar tizimlari bu hududda janggarilarni yo'q qilishga qaratilgan harbiy amaliëtlarni davom ettirmoqda. Bu voqealar ortida turgan kuchlar haqida tinimsiz baënot beraëtgan Dushanbe mulozimlari¸ hozirga qadar qurolli muxolifatdan tortib to O'zbekiston islomiy harakati va Al-Qoida janggarilariga qadar ayblab chiqdilar. 30 sentyabrga kelib Xavfsizlik kengashi kotibi "bu voqealar ortida Tojikistondagi vaziyatni izdan chiqarishdan manfaatdor davlatlar turibdi"¸ deya baënot berdi. Garchi RIA Novosti muxbiri bilan suhbatda Amirqul Azimov¸ Tojikiston xavfsizlik kuchlari ixtiërida aynan qaysi davlatlarga oid axborot borligini ochiqlamagan bo'lsa-da¸ kuzatuvchilarga ko'ra¸ hukumat nazoratidagi tojik matbuotidan bu shubhaning aynan qaysi davlatga tushaëtganini anglash qiyin emas. Keyingi kunlarda Tojikiston ommaviy axborot vositalarida Rossiya va O'zbekiston sha'niga bildirilaëtgan e'tiroz va da'volar kuchayib ketganidan¸ Azimov iddaosining ham aynan shu ikki davlatga taalluqli ekanini tushunish mumkin¸ deydi tojikistonlik taniqli jurnalist va muxolifat faoli Dodojon Atovulloev. Dodojon Atovulloev. - Bu esa¸ borib turgan axmoqlikdir. Zotan¸ Rashtdagi qonli voqealar uchun birgina aybdor bor – u ham bo'lsa Tojikistonning iqtidordagi hukumati. Bu erdagi fitnadan bosh maqsad¸ 1997 yili hukumatga ishonib¸ u bilan tinchlik kelishuvi imzolagan sobiq muxolifatning qolgan sanoqli faollarini qirib bitirish va bu vahshiy¸ shavqatsiz harbiy kampaniya uchun javobgarlikni o'z zimmasidan soqit qilishdir. Bu erda¸ men mutlaq tashqi kuchlar¸ boshqa davlatlar izini ko'rmayapman¸ deydi jurnalist va muxolifat faoli Dodojon Atovulloev. Moskvadagi MDH institutining Markaziy Osië bo'yicha tahlilchisi Andrey Grozin ham¸ na Rossiya va na O'zbekistonga Tojikistondagi vaziyatni beqarorlashtirishning keragi yo'q¸ degan fikrda. “Postsovet hududlari¸ xususan Markaziy Osiëda nimaiki xatolik bo'lsa¸ unda FSB¸ TsRU ëki xitoylik o'rtoqlarimiz qo'lini izlashdek fitna nazariyasi nihoyatda keng tarqalgan va Dushanbening shubhani yana Rossiya ëki O'zbekiston tomon yo'naltirishi ayni nazariyaning davomidir”¸ deydi Grozin. - Hamma baloni qandaydir tashqi kuchlarga yuklash¸ nazarimda¸ samarasiz urinish. Hukumatning eng quyisidan eng yuqorisiga qadar o'tirgan amaldorlar o'z noqobilligi¸ o'z poraxo'rligi va sotqinligini yashirish uchun aybni osongina uchinchi kuchlar¸ tashqi qo'llarga to'nkashadi. Dushanbedagi Milliy xavfsizlik qo'mitasi hibsxonasidan 20 dan oshiq mahbus qochganida ham¸ “ular xorij maxfiy xizmatlari ërdamisiz bu qamoqxonadan qochib keta olmas edi”¸ deya Rossiya FSBsini ayblashgan edi. Ammo Tojikistondagi kattayu kichin hibsxona qorovuliga 200 dollar berilsa¸ uning bor-yo'g'i bilan sotilishi¸ nafaqat qamoq eshiklarini ochib berishi¸ balki ëniga qurol ham qo'shib berishini juda yaxshi biladi. Bunday holatlar uchun avtoritar¸ aksildemokratik siësiy tuzumlarning o'zi¸ ularning noqis tabiati aybdordir¸ deydi Grozin. Tojikistonda Rossiya va O'zbekistonni davlat dushmani qilib ko'rsatish¸ juda avj olaëtgan bir kampaniya va Dushanbe rasmiylari mamlakatdagi qashshoqlik uchun ham¸ energiya sohasidagi krizis uchun ham¸ turli siësiy guruhlar o'rtasidagi nizolar uchun ham ë Moskva ëki Toshkentni ayblaydi. Ammo bu jaraënning xavotirlik tomoni boshqa joyda¸ deydi tojikistonlik jurnalist Dodojon Atovulloev. - Tojik ziëlilarining hukumat tomonidan jamiyatga singdirilaëtgan aksil-o'zbek kayfiyatiga berilaëtganini ko'rish menga juda og'ir botadi. O'shda yuz bergan qirg'in barchamiz uchun saboq bo'lishi lozim. Lev Tolstoyda“millatchilik razillarning so'nggi manzili”degan gap bor. “Biz oriymiz¸ biz qadimmiz¸ biz chiroylimiz” degan axmoqona maqtanchoqlikni yig'ishtirib¸ tojikistonliklarga odamdek yashash uchun imkon berish kerak. Bugun qolgan dunë bizni Ravshan va Jumshud degan aqli noqis¸ tentaklar millati deb biladi. Katta davlatlar hovlisiga hadeb tosh otaverish o'rniga bugun Dushanbeni shu narsalar tashvishlantirishi lozim¸ deydi Dodojon Atovulloev.

An official in Dushanbe blames foreign states for the Rasht events [rebel attacks on government forces]. On September 30th Tajistan’s security and law-enforcement chiefs all headed for the Rasht area in the country’s east to coordinate operations by government forces against “illegal armed groups”. Since September 19th, when government troops were attacked in an armed assault at Rasht’s Kamarob pass, Tajikistan’s security forces have been conducting military operations in the area to eliminate the militants. Officials in Dushanbe keep issuing statements about the forces behind these attacks, blaming everyone from the armed opposition to the Islamic Movement of Uzbekistan to Al-Qaidah fighters. On September 30th the Security Council’s secretary made a statement saying “states interested in destabilizing the situation in Tajikistan are responsible for these events”. Though, in an RIA Novosti interview, Amirqul Azimov did not name the states suspected by Tajikistan’s intelligence services, observers say that from the government-controlled media, it is not hard to guess the country they suspect. The fact that more and more accusations against Russia and Uzbekistan have appeared in the Tajik media lately suggests that Azimov meant exactly these two countries in his claim, says Dodojon Atovulloyev, a prominent Tajik journalist and opposition activist. Dodojon Atovulloyev: “This is utter foolishness. Since the only one to blame for the bloody events in Rasht is the current government in Tajikistan itself. The ultimate goal of this conspiracy is to eliminate the remaining few members of the former opposition [UTO] that had trustfully signed the peace deal with the current government in 1997 and to absolve itself of the blame for this violent and savage military campaign. Here I see no trace of foreign involvement,” says the journalist and opposition activist, Dodojon Atovulloyev. Andrey Grozin, a Central Asia analyst at the Moscow-based CIS Institute, too, believes neither Russia nor Uzbekistan needs instability in Tajikistan. “There is a widespread conspiracy theory in post-Soviet countries, particularly Central Asia, that blames the FSB, the CIA or Chinese involvement for everything that goes wrong. And the accusatory finger that Dushanbe again points at Russia or Uzbekistan is a continuation of this particular theory,” says Grozin. “Blaming everything on foreign forces, in my view, is an unproductive attempt. Government officials from the lowest level to the highest easily put the blame for third forces to cover up their own failures, corruption and betrayal. Even when more than 20 prisoners broke out of the National Security Committee’s jail in Dushanbe, they blamed Russia’s FSB, saying the prison break-out was impossible without the involvement of foreign intelligence services. But everybody in Tajikistan, old and young, knows well that you can buy a prison guard with just 200 dollars, gaining access into the prison and even getting a weapon as a bonus. The authoritarian and anti-democratic political system only has itself and its own flaws to blame for this state of affairs,” says Grozin. A campaign is gaining momentum in Tajikistan to portray Russia and Uzbekistan as a state enemy, with officials in Dushanbe blaming Moscow or Tashkent for everything from poverty, energy crisis and conflicts between various political groups. But what is worrying about this process is something else,” says the Tajik journalist, Dodojon Atovulloyev. I feel sad to see the Tajik intelligentsia getting carried away with the anti-Uzbek sentiments that are being instilled in society by the government. We all have to learn a lesson from the [inter-ethnic] massacre that happened in Osh. Leo Tolstoy says “patriotism is the last refuge of a scoundrel”. Foolish boasting about them being Aryans or being an ancient and beautiful people should be stopped and decent living conditions be created for Tajikistanis. Today the rest of the world thinks of us as a nation of fools like Ravsan and Jumshud [Characters in popular Russian show that ridicules Tajik migrant workers]. Dushanbe must stop leveling accusations against big states and instead be concerned about these things,” says Dodojon Atovulloyev.

Tojikistonda mustaqil “Faraj” gazetasiga to'siq qo'yildi Haftaning har payshanba kuni Tojikistonda 300ga yaqin gazeta va jurnal, jumladan“Faraj” mustaqil gazetasi ham bosmaxonadan chiqadi. Ammo 7 kuni“Faraj” gazetasi sotuvga chiqmadi. “Faraj” gazetasining bosh muharriri Xurshed Atoulloev buning sabablarini bunday izohladi. - Shu yil 19 sentyabrida Kamarob darasida sodir bo'lgan hujum va unda 28 askarning qurbon bo'lgani haqida yozilgan maqolamiz bunga sabab bo'lgan deb o'ylayman. Biz bu maqolada Kamarob fojeasiga Mudofa vazirligi mas'ullarining tajribasizligi sabab bo'lganini yozgan edik. 4 oktyabr kuni mamlakat Mudofa vaziri Sherali Xayrulloev“Xovar” axborot agentligida yoyinlagan bayonotida respublikadagi nashrlar, jumladan “Faraj” mustaqil ro'znomasi mamlakatdagi barqarorlikning izdan chiqishiga hissa qo'shayotganiga sha'ma qilgan edi,- deydi mustaqil gazeta bosh muharriri. Uning aytishicha, o'sha bayonot ortidan“Oila” bosmaxonasi soliq xodimlari tomonidan reviziya qilingan. Ular bosmaxonaning“Faraj” bilan hamkorligiga aldohida e'tibor qaratgan. O'z navbatida bosmaxona mas'ullari o'z boshlariga kelgan balo ham aynan“Faraj” tufayli ekanini anglab, bu gal gazetamizni chop qilmaslikka qaror qilgan deb o'ylayman, deya davom etadi Xurshed Atoulloev. “Faraj” gazetasini chop etadigan “Oila” xususiy bosmaxona gazetaning chiqmay qolgani bilan bog'liq vaziyatni izohlashdan bosh tortdi. “Oila” bosmaxonasi direktori Siyovush Hamdamovdan bosmaxonangizda “Faraj”dan boshqa gazetalar ham chop etiladi. Bu hafta“Faraj”dan farqli o'laroq, boshqa ro'znomalar nashr yuzini ko'rdi. Buni qanday izohlaysi?, deya so'radik. Hamdamov bu savolni eshitib bo'lgach telefon go'shagini qo'yib qo'ydi. “Faraj” bundan ikki yil avval davlat qaydidan o'tib, chop etila boshladi va qisqa vaqt ichida yuzlab mushtariylarga ega bo'ldi. - Faraj ko'proq jamiyatimizda mavjud muammolarni yoritadi. Bu gazeta boshqa mustaqil gazetalardan farqli holda mavjud muammolarning hal qilinishiga ham o'z hissasini qo'shib keldi. Bu redaktsiya yutug'idir, der ekan mushtariylardan biri Firuzmuhammad Saidov,“Faraj”ning oxirgi soni chiqmay qolgani mamlakatda so'z erkinligining bo'g'ilayotganiga yana bir misol, deya ta'kidladi. Shu o'rida eslatsak, 25 sentyabr kuni Mudofa vazirligining davlat televideniyasi orqali bir necha marta takrorlangan teledasturida vazirlik askarlari va mas'ullari“Faraj” gazetasida nashrga berilgan maqola yuzasidan tashvish bildirgan edi. Teledasturni uyushtirgan Mudofa vazirligi iddaosiga ko'ra, bunday maqolalar aholi orasida kuch ishlatar tizimlarning Rashtda olib borayotgan amaliyotlariga shubha tug'dirishi tabiiy. Shundan so'ng Mudofa vazirligi“Faraj” va bir qator boshqa mustaqil nashrlar jurnalistlaridan uzr so'rashlarini talab qildi. Ko'p o'tmay 4 oktyabr kuni Mudofa vaziri Sherali Xayrulloevning“Kim kimdan uzr so'rashi kerak?” nomli maqolasi “Xovar” davlat axborot agentligida bosilib chiqdi. Vazir janoblari bu maqolasida tojik jurnalistlari o'z maqolalarida terrorchi guruhlarni dastaklayotganlikda aybladi. O'sha kunning o'zida Tojikistondagi bir qator mustaqil nashrlar vakillari Mudofa vaziri ustidan sudga ariza berishga qaror qildi. - Bizning qarorimiz kuchda qoladi. Vazir bu tuhmati uchun qonun oldida javob berishi lozim. Men ham“Faraj” gazetasida berilgan har bir maqola va unda qalamga olingan ma'lumot va dalillar uchun javob berishga tayyorman, deydi “Faraj” mustaqil gazetasi bosh muharriri Xurshed Atoulloev. Biroq, hozircha tojik jurnalistlari Mudofa vaziri ustidan sudga ariza tashlaganlari yo'q.

The independent Faraj newspaper in Tajikistan has been blocked. About 300 magazines and newspapers, including Faraj, come out in Tajikistan every Thursday. But on the 7th, the Faraj newspaper was not on sale. This is how the Faraj newspaper’s chief editor, Khurshed Atoulloyev, explained the reason. “I belive that our article about the 19 September attack in the Kamarob ravine and the deaths of 28 soldiers there was the reason for it. In the article, we wrote that Defence Ministry officials’ lack of experience was to blame for the Kamarob tragedy. In a statement released at the Khovar news agency on 4 October, Tajik Defence Minister Sherali Khoyrulloyev hinted that local publications, including the independent newspaper Faraj, were helping create instability in the country,” the independent paper’s editor-in-chief said. According to him, the Oila publishing house was inspected by tax officers following that statement. They paid particular attention to the publishing house’s cooperation with the Faraj. “I think the publishing house’s officials realized that they were facing this trouble exactly because of Faraj, and they decided not to publish our newspaper’s latest edition,” Khurshed Atoulloyev goes on. The Oila private publishing house, which prints Faraj, refused to comment on why the newspaper was not published. The director of the Oila publishing house, Siyovush Hamdamov: Other newspapers than Faraj are published too. All newspapers except Faraj were published this week. We asked if he could explain it. On hearing this question, Hamdamov hung up the phone. Two years ago, Faraj was registered with the government and started being published. In the short period, it gained a readership of hundreds. “Faraj mainly covers problems that exist in our society. Unlike other independent newspapers, this paper has committed itself to solving the existing problems as well. It is a victory for the editorial office,” says Firuzmuhammad Saidov, one of its readers. He emphasized that the blocking of Faraj’s latest issue once again proves that the freedom of speech was being curbed in the country. It should be mentioned here that in a televised program by the Defence Ministry, which was re-run on state TV several times on 25 September, officials and soldiers of the ministry expressed concern at the article published by Faraj. The Defense Ministry, which arranged the TV program, claims that such articles naturally cause doubt among people about the operations being carried out by the law-enforcement and security agencies in Rasht District. After that, the Defense Ministry demanded that journalists of Faraj and several other independent print media outlets should apologize. A little later, on 4 October, an article by Defense Minister Sherali Khoyrulloyev, headlined: “Who should apologize to whom?”, was circulated by the Khovar state news agency. In the article, the minister accused Tajik journalists of supporting terrorist groups in their reports. And on the same day, representatives of several independent Tajik publications decided to file a lawsuit against the defense minister. “Our decision remains in force. The minister should be held accountable in court for this libel. I am also prepared to be held accountable for each article, information and fact published in Faraj,” says the independent paper’s editor-in-chief, Khurshed Atoulloyev. However, Tajik journalists have not sued the defense minister yet.

Şu hepde azathabar.com-da Türkmenistanda awtoulaglaryň gara aýnalarynyň aýrylmagy bilen bagly mesele hakynda çap edilen makalalar, söhbetdeşlikler köp okalanlaryň, köp gyzyklanma bildirilenleriň hatarynda dur. Bu barada makalanyň awtory Myrat Gurban bilen telefonda baglanyşýarys. Myrat Gurban, hepdäniň jemlerine hoş geldiň.
[Myrat Gurban] Hoş gördük Ýowşan aga.
[alyp baryjy] Myrat Gurban, ine bu mesele bilen bagly seslenme ýazanlar hem bar, mysal üçin Şatlyk diýen okyjymyz Ukrainadan şeýle seslenme ýazypdyr: “Köpeldiwersinler gadaganlyklary, şu wagta çenli çydadyk, gara aýnamyzam aýyrars, ýöne halk haçan oýanarka, maşynam gadagan edip işe eşekli gatnap başlandamy? Men ýaly dişini dyzap oturanlar az däldir weli” – diýip köpnokat bilen teswirini soňlapdyr.
[Myrat Gurban] Ýok, esasan ýokary wezipeli ýolbaşçylaryň maşynlarynyň aýnalary garaldylan, özem resmileriň rugsat beren 50 prosentlik garaldylmakdan hem has goýy şolaryň tonirowkasy. Ýöne muňa garamazadan şolaryňky aýrylanok, onsoňam ýene beýleki döwlet maşynlary hem şonýalak gara aýnalaryny aýyrtdyrylmady. Esasan hususy awatoulaglaryň gara aýnalary aýryldylýar. Elbette bu ýagdaý adamlarda nägilelik döredýär, şu adalatdan däl diýip aýdýarlar adamlar. Käbir hususy maşynlaryň arasynda şu wagt hem şular ýaly gara tonirowkaly aýnaly maşynlary görmek bolýar, aýyrmadyklar. Ýöne otaýda tanyş-bilişlik bar diýip aýdýarlar.
[alyp baryjy] Myrat Gurban, Aşgabatdan hepdäniň jemlerine gatnaşyp beren gürrüňiň üçin sag bol.
[Myrat Gurban] Senem, sag boluň.

[Osman Halliýew] Taýýarlyk şu ýyl gaty bir giň gerimde alnyp barylýar. Türkmenabadyň esasy köçeleriniň köpüsi abatlandyrylyp, abadanlaşdyrylyp, bejerilip ýör. Hat-da şu köçeleriň gyralaryndaky [söz düşnüksiz] bordýür diýilýär şolar aýrylyp, şolaryň ýerine mermer senagat esasynda zawodda taýýarlanan, daşary ýurtda öndürilen öýdýän, men gapdalyndan geçende gördüm, uly-uly konteýnerler ýaly gaplarda getirilip goýuldy. Gaty bir owadan keşbe girip ýör şu günler Türkmenabat.
[alyp baryjy] Ýagny şol Ýaşulylar Maslahaty bilen baglylykda şäheriň keşbi özgerýär-de onda?
[Osman Halliýew] Hawwa, şäherin keşbi gaty bir gowulyga tarap, bir owadan keşbe girip barýar. Çyralar, köp köçelerde çyralar täzelendi. Mundan bir alty aý öň gelen adam hem käbir köçeleri tanamazlygy mümkin, şeýle derejede özgerdi. Onsoňam ymaratlar bar açylmaly, şol Ýaşulylar Maslahatyna gabatlanyp. Şolar hem abadanlaşdyrylyp, daş-töweregi bejerilip ýör. Täze bazar guryldy-da Serdarabat Etrabynyň çäginde. Şol bazar hem açyljak diýýärler Ýaşulylar Maslahatyna gabatlanyp. Ine şeýle çäreler geçirilip ýör häzir.
[alyp baryjy] Osman, elbette köçeleriň abatlanmagy, täze binalaryň gurulmagy gowy zat, eýsem Türkmenabatlylar, Lebaplylar şu Maslahatdan öz durmuş meseleleri bilen baglylykda nähili gowy çözgütlere garaşýarlar? Il içindäki pikirlerden habaryň barmy?
[Osman Halliýew] Indi iliň içinde her hili gürrüňler edilýär. Köp adamlar häzir şol Ýaşulylar Maslahaty diňe maslahat beriji hukugyna eýe bolanyndan hem käbir adamlar habarsyz. Gowy niýet bilen, aý eýle boljakmyş, beýle boljakmyş diýip garaşýan adamlar hem bar. Meselem, [sözler düşnüksiz] 60 ýaşly adam gürrüň edýär şu Maslahatdan soň gowuluklar boljakmyş diýip. Ýöne şu adamlaryň arzuwyda. Näme, ýagşy niýet ýarym döwlet diýip gowy zatlara garaşýanlar bar. Şol öňküler ýaly dabaraly ýagdaýda geçer we ýurduň durmuşynda onçakly bir özgerişler bolmaz diýip nemedýänler hem bar. Her hili-de adamlaryň pikiri. Bir ýasuly şeýle maslahat her ýyly Lebapda geçiriläýse diýýär, beýdip abadanlaşdyrjak, şäheri bejerjek, görke getirjek bolsalar her ýyl geçirilse-de biz razy diýýär-de. Şol ýaly ýarym degişme ýarym kinaýa bilen aýdýar.

[aýal maşgalanyň sesi] Ýolöten Etrabynyň Rahat daýhan birleşik obasy, merkezi obasy. Gaz meselesi gowy, öýlerimizde bar, gazymyz ýanyp dur. Hudaýa şükür muňada. Ýöne köçelerimizi oňaryp berenokda. Abadançylyk diýip ýylda bizden obada pul alýarlar, abadançylyk etmeli diýip, ýöne köçämizi oňaranoklar.
[saz dowam edýär]
[aýal maşgalanyň sesi] Un ýagdaýymy gaty kösenip tapýan, unymy. Nan ýagdaýym hem şonýaly. Ýöne unyň ýagdaýyna gaty kösenýän kän, nansyz kösenýän kän. Gaty nan hem bolsa tapsak şony iýýäs, nädeli. Kyn günler, bular ýaly zatlar pullylar üçin. Hemme taraplaýyn gowuluk ýaly bolup dur şuwagt, sebäbi nirik elini uzatsada pullular uzadyp bilýär. Näme edeýin diýse edip bilýär, ýöne garyp-hasar görgüliler şony edip bilenok.
[saz dowam edýär]
[aýal maşgalanyň sesi] Biz ine iki köçämiziň ugrunda hiç hili suw ýetmezçiligimiz bar. Baglarymyz gurap otyr. Eriklerimizi çapdyk, üzümlerimizi. Iki sany köçe gaty kösenýär. Oba adamlarynyň hem hiç hili şoňa nemesi ýok. Daýhan birleşiklerimizede haýyş etdik, yerlikli pikir edenoklar.

[alyp baryjy] Gepleýär Azatlyk radiosy. Hormatly diňleýjiler häpdäniň jemi gepleşigimizi diňleýärsiňiz. Türkmenistanda ýaşaýyş jaýlary boýunça birža döredilýär. Bu barada prezidentiň degişli karara gol çekendigi barada resmi metbugatda habar berilýär. Bu ýagdaý barada gürleşmek üçin ýerli synçy, publisist ýazyjy, Amanmyrat Bugayewe telefon etdik.
Amanmyrat Buga, hepdäniň jemine hoş geldiňiz.
[Amanmyrat Bugayew] Sag boluň.
[alyp baryjy] Amanmyrat, seniňçe, bu dogurdanam Türkmenistandaky ýaşaýyş jaý meselesiniň çözgüdinde bir gowy täzelik bolup bilermi, siz öz reaksiýaňyzy paýlaşaň ozal.
[Amanmyrat Bugayew] Men şuňa ýaşaýyş jaý meselesinde gowy öňe tarap ädilen ädim hökmünde baha beresim gelýär, sebäbi Türkmenistanda ýaşaýyş jaýlaryny hususyýetçilige geçirmek hakyndaky kanun güýje girenem bolsa, eýýäm tas sekiz-dokuz aý bäri işlänok. Belki şu birža, ýaşaýyş jaý bazaryny döredýän birža bolsun hem-de kanunyň işlemegine itergi berjek birža bolsun. Men ylajy bolsa gowy zatlara garaşýan bu biržadan.
[alyp baryjy] Amanmyrat, indi şu ýurd içindäki tejribelerden ugur alyp, käbir adamlar, käbir ýaşaýyjylar alada edýárler, öňki biržanyň tejribesinden baglylykdan bu birža hem ýaşaýyş jaýlaryň söwdasynda bir monopoliýanyň döremegine getirmesin ýaly pikirler hem esidilýär. Şeýle bir kynlaşma bolup bilermi şu biržanyň döredilmegi bilen, ýa-da bolsa ýaşaýyş jaý bazaryny döremegine, adamlaryň jaýlaryny arkaýyn hususylasdyryp, jaýlaryny satyp bilmegine ýol açarmy? Dogurdanam adamlarda nähili pikirler bar?
[Amanmyrat Bugayew] Adamlarda [söz düşnüksiz] pikiri bar şu biržanyň bir başbaşdaklygyň, bir monopoliýanyň döremeginiň başlangyç nokady, esasy ýeri bolar diýip çak edýänleri bar. Olam bir ýöne gury ýerden dörän zat däl. Soňky iki ýylda Türkmenistanda Türkmenbaha diýen bir edara işleýär. Şol edaranyň razylygy bolmasa, şol edara satylýan jaýyň gymmatyny tassyk etmese, onda şol söwdany notarial kontoralar, notariuslar tassyk etmeýärler. Türkmenbahaň kesýän bahalarynda köplenç jaý satýanyň bähbidi hem-de döwlet gaznasyna tölegiň [sözler düşnüksiz] göz öňüne tutulýar. Şular ýaly iki ýyldan bäri dowam edip gelýän anyk tejribe adamlarda dogurdanam entäk işläp başlamadyk edara ynamsyzlygy döredýär. Ýowşan.
[alyp baryjy] Amanmyrat, ine şular ýaly karalar çykarylýar, ine siz gowy garşylapsyňyz, şu karalaryň gowy işlemegi üçin, dogry işlemegi üçin nämeler edilse gowy boljak, metbugat bilen baglylykda, aýanlyk bilen baglylykda, öz pikiriňizi aýtsaňyz.
[Amanmyrat Bugayew] Ozaly bilen metbugatda şol kanunlaryň amal edilişi hakynda owadan gürrüňler dälde hakyky gürrüňler edilmeli. Buýurmalar, kanunlardan, düzgünnamadan çykmalary anyk adres bilen görkezip, metbugatda, habar beriş serişdelerinde çykyş etmäge doly aýanlyk hem-de mümkinçilik döredilmelidir, bu bir. Ikinjidenem, Mejlis kabul edýär, prezident gol çekýär, indi näçe ýyllaryň tejribesi görkezip gelýär kada-kanunlaryň iş ýüzünde doley berjaý edilmeýändigini. Şonuň üçin [sözler düşnüsiz] ýüregi ak adamlardan, iň esasy zadam kanunyň bozulan ýerini il-güne, raýatlara aç-açan ýetirip durmaly. Şonda kemçilik aradan aýrylýar. Bir edarada kimdir birini işden boşadanyň bilen, kimdir birine käýinç bereniň bilen ony il-gün duýany ýok, [sözler düşnüsiz]. Ýowşan.
[alyp baryjy] Amanmyrat, Aşgabatdan hepdäniň jemine gatnaşyp beren gürrüňiňiz üçin köp sag boluň.
[Amanmyrat Bugayew] Siz hem sag boluň, işiňiz rowaç bolsun.

Amangul Meredowa Ankara diýen diňleýjimiz: “Türkde 9 ýyl boldy işleýänime, Türkmenistan hiç gitmedim, üç gyzym, bir oglum bar, olary hiç görmedim. Telefonda gepleşýän, suratlaryny görýän, ýüregim agyrýar, emma çare ýok. Olary okatmak isleýän, başga islegim ýok. Alla Türkde balalaryndan düşen watandaşlara ýardam etsin. Türkmenistanda prezident görmeýärmi, bilmeýärmi bu aýralygy? Çäre tapmagyň deregine ata, welsepide, maşyna, ýahta münüp keýp edýär. Alla görýär, bir gün bizem şu gulçulykdan azat bolup balalarymyza gowuşarys diýip, teswir galdyrypdyr. Hormatly diňleýjiler, eýsem Türkiýedäki Türkmenistanly zähmet migrantlary şeýle aýraçylyga iterýän sebäp ýa-da sebäpler nämekä? Aýraçylyk olara nähili täsir edýärkä. Geliň ony Stambulda işläp ýörän zähmet migranty Gulnaradan eşideli.

Gulnara ine sen Stambulda işläp ýörsiň, çagaňdan aýra düşüp daşary ýurtda işlemäge mejbur eden sebäp name boldy, şu barada bir gürrüň beräýseň.
[Gulnara] Iş bolmadygy üçin bäre geldim işlemäne, bir sany çagam bar, oglum bar.

Good morning, dear radio listeners!
Today is Monday, 22 September 2014.
We bring to your attention recordings of the programmes “The Previous Week's Highlights” and “World Turkmens”.
We begin with the day's news. I, Yowsan Annagurbanow, will present them to you.

Dear listeners, here are the news headlines to start with:
- Afghan presidential contenders have signed a unity government deal.
- NATO says Russian forces are still in Ukraine.
- Mikhail Khodorkovsky has started a new movement against Putin.

Dear listeners, now the details of these and other news reports.
Two Afghan presidential candidates Abdullah Abdullah and Ashraf Ghani have signed a power-sharing deal in Kabul. Under the agreement, a unity government is to be established in the country, with Ghani as the country's president and Abdullah as chief executive officer. The deal puts an end to a long-lasting dispute over the results of presidential run-off elections held in June.

Pope Francis has arrived in the mainly Muslim country of Albania for a one-day visit. The country's security forces have been put on high alert following news of the threat posed by the militants of Islamic State. This is Francis's first visit to a European country outside Italy. About 10 per cent of the Albanian population are Catholic and 60 per cent Sunni [Muslim].

In 1967, the Albanian Stalinist dictator, Enver Hoxha, declared Albania the only atheist country in the world, and arrested about 40 Catholic priests and killed them.

The Prosecutor-General’s Office in the Russian Federation has handed over Yerlan Kosayev, a former executive at Kazakhstan's BTA Bank, to the Kazakh authorities. Kosayev is accused of involvement in a scheme to embezzle billions of dollars. Mukhtar Ablyazov is the main accused in the embezzlement case involving a huge sum of money. He was head of BTA Bank before fleeing the country in 2009. Ablyazov says that he is part of the opposition to the Kazakh government and Kazakhstan is therefore trying to arrest him. He says that he will not get a fair trial in his country.

You are listening to the news.

On September 20th a former Russian tycoon, Mikhail Khodorkovsky, launched a movement to unite pro-European Russians against President Vladimir Putin in a bid to challenge the government's grip on power. Once Russia's richest man, Khodorkovsky now lives in exile and promised to stay out of politics after he was released from prison late last year following ten years of imprisonment. A minority will be influential if it is organised, he said during a ceremony in Paris as he unveiled his new Open Russia movement. Khodorkovsky, who now lives in Switzerland, stressed that his new project would be an Internet platform for like-minded people, not a political party. Russian activists and prominent émigrés, including Paris-based economist Sergey Guriyev and London-based businessman Yevgeniy Chichvarkin, joined the three-hour Internet ceremony.

On September 20th, NATO's top military commander said that Russian forces were still operating in Ukraine and that a ceasefire was not working, but he expressed hope a new peace plan could bring progress. Speaking to reporters in Lithuania, the American general, Philip Breedlove, said that Russian armed forces were still in Ukraine, but he did not give specific figures. Breedlove said that the agreement concluded on September 5th is a cease-fire in name only. He said violence levels, including the number of artillery rounds fired in the past few days, are as high as prior to the cease-fire. But Breedlove said he hoped the agreement announced on September 20th for the creation of a buffer zone between Ukrainian government troops and the pro-Russian militants will succeed in stabilizing the situation. Breedlove was in Vilnius for a meeting of NATO military chiefs.

The Ukrainian government has exchanged prisoners with pro-Russian separatists in Donetsk region. The exchange was carried out on the evening of September 20th in Konstantinovka village, 60 km from the town of Donetsk. An ITAR TASS correspondent reports that 38 prisoners from each side were exchanged. Ukrainian President Petro Poroshenko in his Twitter account wrote on the release of 35 Ukrainian servicemen.

The US Secret Service has said it had beefed up security around the White House after a man was able to scramble over the fence of the presidential residence. Secret Service Director Julia Pierson said on September 20th that after the incident took place on September 19th, she ordered enhanced officer patrols and surveillance along the north fence of the White House. The man who tried to enter the presidential residence was Omar Gonzalez and he was armed with a knife. President Barak Obama was not in the White House at the time.

The president of Gazprom Neft has said in a TV interview that his company’s oil will be sold for the ruble and in the Asian market for the Chinese yuan.Andrey [?Aleksandr] Dyukov said, in his interview with the Russia24 TV channel on September 20th, that his company started to sell oil from the Novoportovskaya field for the ruble and in the Asian market for the yuan. Dyukov also said that additional agreements had been concluded so Gazprom would start selling its oil products for the European currency at any time.

You are listening to the week’s highlights, among them this week's most popular articles and discussions on azathabar.com. In particular, we will talk about the following topics: “Tinted car windows are banned” and “Preparations for a council in Turkmenabat”. You will also listen to a special programme, “World Turkmens”.

The programmes are hosted by me, Yowsan Annagurbanow, at our studio in Prague.

Stay tuned to Azatlyk.

An article on banning tinted car windows in Turkmenistan is among popular ones on azathabar.com this week. We are connecting via the telephone with the author of this article, Myrat Gurban.

[Presenter Yowsan Annagurbanow] Myrat Gurban, you are welcome to the week’s highlights!
[Myrat Gurban] Thank you, Yowsan aga.

[Presenter] Myrat Gurban, there are commentaries on this article. For example, a reader called Satlyk, from Ukraine, wrote: "let them impose more bans, we have survived until now, we will remove the tint from car windows as well. But when will the people wake up? Maybe when cars are banned and we will have to go to work on donkeys." He ended his commentary with ellipsis put following the words: "There are many people like me bearing a grudge."
What other opinions of people could you quote on banning tinted car windows and other banning?

[Myrat Gurban] Official reports have said that tinted car windows can cause traffic accidents and that was the reason for banning them. But many drivers do not agree with this excuse. They say that recently, a cash transit van was attacked in the capital in a criminal act. According to them, after the crime, a decision was adopted to ban tinted car windows. They see the ban as meant to fight crime. Of course, it is impossible to officially prove this claim, but the fact is that the ban on tinted car windows was introduced following the crime.

[Presenter] Myrat, this problem had existed before the crime, because the issue of tinted car windows had frequently been raised. How did the drivers register their protest on this issue? Can they express their opinions via the media? Since there are opinions that tinting of car windows helps keep cool in hot weather conditions in Turkmenistan.

[Myrat Gurban] No, They cannot express their opinions either in the official or other media. They can discuss the problem during chats or when you get in a taxi. They don't like the ban. Tinting car windows actually helps protect against direct sunlight in our hot country. The introduction of such bans leads to discontent among people. Yowsan aga, you are right, that such bans on tinted car windows had been introduced several times before, but after a while, the tinting of car windows would be allowed again, or those who introduced the ban would turn a blind eye.

[Presenter] Myrat, here's another question: Is the ban being enforced equally for all? Are the senior officials also removing the tint from car windows?

[Myrat Gurban] No, it is largely senior officials who have tinted windows in their cars. The degree of the tint in them is higher than the officially allowed 50 per cent. Despite this, it has not been removed from these and other state-owned cars. Mainly private cars with tinted windows are being targeted. This situation is creating discontent among people. People say this is not fair. One can still see private cars with tinted windows, but they survived because of their connections.

[Presenter] This was Myrat Gurban in Ashgabat. Thank you very much for your participation in the discussion in the Week’s Highlights.
[Myrat Gurban] Thank you very much.

Dear listeners, an article and video report entitled “Turkmenabat is preparing for an Elders’ Council meeting” is among this week's popular articles on azathabar.com.

Our readers sent several comments on this article. Youking, a reader from Afghanistan, posted the following comment: “Could you publish the issues to be discussed at the council?” A user called Maksat posted this comment: “Is it possible to hire special street cleaners? They always save everything.”
We are calling Osman Halliyew, our correspondent in Lebap, to discuss preparations for the Council meeting.

[Presenter] Osman, you are welcome to the Week’s Highlights.

[Osman Halliyew] Thank you.

[Presenter] Osman, what kind of preparations are being made in Turkmenabat for the Elders’ Council meeting? Is there any difference between the current preparations and those made for the previous Council meetings?
[Osman Halliyew] The preparations are wider in scale this year. The main streets in Turkemnabat are under reconstruction and getting upgrades. Even the street curbs are being replaced with foreign-made marble ones. I saw them being delivered in big containers. Turkmenabat is getting a facelift now.

[Presenter] It means that thanks to the Council meeting, the town is becoming more beautiful.
[Osman Halliyew] Yes, the town is becoming more beautiful, it is changing, many street lights have been replaced with new ones. Anyone who saw the town six months ago could hardly recognize it now, because the streets have changed greatly. Several new facilities are to be commissioned in the lead-up to the Elders’ Council meeting, the finishing touches are being put to the areas around them. A new market has been built in Serdarabat District. People say that it will be commissioned in the run-up to the Elders’ Council meeting. This is the work being carried out now.

[Presenter] Of course, Osman, upgrading the streets, construction of new facilities – all these are very good deeds, but do you have any information on what residents of Turkmenabat, Lebap are thinking about the Elder’s Council meeting and their expectations with respect to improvements in their living standards?

[Osman Halliyew] People are discussing it. But some do not even know that the Elders’ Council now only has advisory status and they expect good changes following the council. [Words indistinct] a 60-year-old man says that good changes will take place after the council. This is what the people are hoping for. A good wish is a job half done [Central Asian saying]. But there are people who think that the Council meeting will pass as before - in a traditionally festive mood - but no good changes will follow in the life of our country. There are various opinions among people. One elderly person said jokingly that they agree to host an Elders’ Council meeting in Lebap every year if such changes and upgrades take place in their town.

[Presenter] Osman Halliyew in Lebap, thank you very much for your participation in the discussion in the Week’s Highlights.
[Osman Halliyew] Thank you.

Dear listeners, we continue the Week’s Highlights with vox pops.

[Female voice] The central village of the Rahat peasants’ association in Yoloten District. Thank God, gas provision is good, we have gas in every home, we have no complaints, but the roads are not being repaired, no reconstruction work in our village is being done. Even we pay for arranging our village.

[Second female voice] It is very difficult for me to earn money to buy flour. The situation is the same with bread. There are many people who suffer from the lack of flour and bread. We eat even dried bread when we find some. What shall we do? Today everything is provided for those who have money because they are able to afford everything they want. Ordinary people cannot afford them.

[Third female voice] We, people living in two streets, suffer from the lack of water. Our gardens are drying out. We had to hack our apricot and grape trees. This is a very serious problem for our two streets. We asked the peasants’ association and people in the village to help us, but nobody is dealing with our problem.

[Presenter] Radio Liberty is on the air.

Dear listeners, you are listening to the Week’s Highlights.

Property Exchange has been set up in Turkmenistan. Official media reports that the president signed a document to this effect.
We contacted Amanmyrat Bugayew, a local observer, publicist and writer, to discuss this issue.
Amanmyrat, you are welcome to the Week’s Highlights.

[Amanmyrat Bugayew] Thank you.

[Presenter] Amanmyrat, can you share what you think about this? Is it really good news for settling housing issues in Turkmenistan?

[Amanmyrat Bugayew] I would like to welcome this legal act intended to improve housing, because the law on privatization of private properties that is in force has been ineffective for eight or nine months. Maybe this Property Exchange will help implement the law. I expect [word indistinct] from the creation of this Property Exchange.

[Presenter] Amanmyrat, given practices in the country, some people, some residents are expressing concern that this Property Exchange, like the former one, will create a monopoly on housing sales. What do people think about the opening of the Property Exchange? Will it create opportunities to improve the situation with regard to privatization and sale of private housing or create additional obstacles?

[Amanmyrat Bugayew] There are people who believe that the setting-up of the Property Exchange will become a starting point for creating a monopoly on house sales. These opinions are well-grounded. The Turkmenbaha evaluation company has been working for the last two years. Unless this company approves the price of a piece of housing, then no public notary will confirm the purchase and sale contract. The price determined by Turkmenbaha includes the seller’s price and the tax to be channelled into the state budget [word indistinct]. This practice, which has existed for the last two years, gives people a reason not to believe in an institution that has not even started work yet.

[Presenter] Amanmyrat, you say good resolutions are being adopted, you even supported the creation of the Property Exchange. Please share your opinion: What should be done in the media for such resolutions to be properly implemented?

[Amanmyrat Bugayew] First of all, the media must publish fair, rather than beautiful, reports on how these laws are being implemented. Breaches of the laws should be revealed with specific addresses, and all opportunities should be created to get outspoken media reports out, this is the first thing. Secondly, the Turkmen parliament approves and the president signs laws, but many years of experience shows that their implementation is not given proper coverage. It is necessary to show to the people, citizens all violations. Only in this way is it possible to eliminate the shortcomings. It is impossible to solve the problem by sacking or reprimanding an official from an institution.

[Presenter] Amanmyrat in Ashgabat, thank you very much for your participation in the discussion in the Week’s Highlights.

[Amanmyrat Bugayew] Thank you, I wish you success.
[Presenter] Radio Liberty is on the air.

Dear listeners, we end the first part of the Week’s Highlights.
I, Yowsan Annagurbanow, say good-bye to you and give the floor to our Turkish correspondent, Dowlet Bayhan.
Stay tuned to Azatlyk.

[Female presenter] World Turkmens.

[Male presenter] World Turkmens.

Turkmen people living in all corners of the world have various destinies. Radio Liberty's World Turkmens programme this week about Turkmen communities was prepared in Turkey. I, Dowlet Bayhan, will present the programme.

The title of this week's World Turkmens programme on Radio Liberty is “The grief of leaving a child behind to earn a living [abroad]”. During this edition of the World Turkmens programme on Radio Liberty we will talk about the destinies of women that have been working and living in Turkey for several years, away from their children in Turkmenistan. Today during the programme we'll present to you interviews with Turkmen women labour migrants living in Istanbul, away from their children, and commentaries made by our listeners on the topic “The grief of leaving a child behind to earn a living ”, started on Radio Liberty's Facebook web page and on the azathabar.org website.

You are listening to Radio Liberty’s World Turkmens programme. The title of today’s programme is “The grief of leaving a child behind to earn a living”.Let’s listen to commentaries left by some of our readers on the topic “The grief of leaving a child behind to earn a living” started on the azathabar.org website. One listener, Amangul Meredow, wrote the following comment: “I have been working in Ankara for nine years. During this period I have never gone to Turkmenistan. I have three daughters and one son. I have not seen them for long, I talk to them via the phone and look at their photos. It breaks my heart, but I have no option. I would like to give them a good education, I have no other wish. May God help my fellow countrymen in Turkey who are living away from their children. Can it be true that the Turkmen president does not see or know about this parting? Instead of resolving the problem, he enjoys riding horses and bikes, driving cars and going yachting. God knows. Once we will also be free from this slavery and will meet our children”.

Dear listeners, what are the reasons that push Turkmen labour migrants in Turkey to live away from their children? What impact does separation make on them? Let’s listen to Gulnara, a Turkmen labour migrant who works in Istanbul now. Gulnara, you work in Istanbul, but what made you leave your child behind to go to work abroad? Could you talk about this?
[Gulnara] I came here to work, because I have no job in Turkmenistan. I have one child, a son.
[presenter] How old is your son?
[Gulnara] When I left him he was three years old. Soon he will turn six.

[Presenter] Who looks after your child in Turkmenistan?
[Gulnara] My mother and father look after my child. My father is ill. It is very difficult to work here.

[Presenter] What is more difficult - your working conditions or your separation from your child?
[Gulnara] Separation from my child is very hard for me, and the working conditions are also difficult. It is very difficult to work in a foreign country, even though we have everything. We suffer from being away from our children and our motherland. All we wish is to have a job in our country and to be close to our children, but there are jobs in our country. I have many friends here who, like me, left the motherland and their children behind in order to work. We sometimes talk to each other by the phone, we cry. It would be very good if we had a job, if everything was OK in our country. Then, we would work and be together with our children. In order to get a job in Turkmenistan we should pay a bribe of 3,000-4,000 dollars. After a while, you'll lose your job, because there are no guarantees that after you paid a bribe, you will be able to work.
[Presenter] Gulnara, the title of today’s programme is “The grief of leaving a child behind to earn a living”. What about your separation? What plans do you have for the future? Will you continue to live away from your child and continue your work?

[Gulnara] How can I not continue to work? I came here to earn money to buy a house, but housing prices are going up. We wish houses were built in our country and sold to us at affordable prices. Everyone who comes here has no home or money, which is why they should work here. Recently one person died. Some people come from our country to earn money die here. I don't know what to say.

[Presenter] Gulnara, thank you for your information and conversation.
[Gulnara] Bye-bye.

[Presenter] You are listening to Radio Liberty’s World Turkmens programme. The title of today’s programme is “The grief of leaving a child behind to earn a living”. We are going to bring to your attention some commentaries in the topic “The grief of leaving a child behind to earn a living” started on Radio Liberty's Facebook page. We do not want to work abroad, away from our children.”
You are listening to Radio Liberty’s World Turkmens programme. The title of today’s programme is “The grief of leaving a child behind to earn a living”.

Our next interviewee is a Turkmen labour migrant working in Istanbul. Her name is Nurjemal.
Nurjemal, could you share your views about the impact of leaving to earn a living abroad on families, citizens working abroad and the whole of society.

[Nurjemal] Don't add salt to my injury. I am often angry at myself. I've been here for five years. I wish to be with my children and share bread with them, because I am a mother.

[Presenter] Do you think your absence affects the development and psychology of your children?
[Nurjemal] Surely, it does. Children wake up in the morning without their mother; every child would like to be with his mother. Try to understand us, every day over the last five years, I have watched the sunrise with tears in my eyes. I wish to meet my children. I try to calm myself with the thought that my family is not destroyed. But in fact my family has already been destroyed. We try to calm ourselves down. I am a woman who worked at a public-funded institution. We would not get our salaries for three to four months. If I go to my country, then I will not be able to return here, which is why I am afraid of going home. There are thousands of women like me here, ask any of them, they will say that they can not go home, because they should work and earn money in order to provide for their families.

Recently a young woman come here; she had left her 22-day-old child with her parents. Many women work here. If people use tears to cry, we use blood to cry. My heart is breaking. That is why our nation is ill. We all have our families to provide for. We break down in distress, not because of lack of food. We were nervous, our children were nervous. My daughter goes to school, her teacher says that all parents should come to a meeting at the school, but the parents of most of the pupils are abroad. They cannot return to the country, because they need to earn a living to provide their families with money. Every women has at least five dependants. Things must be right in every country; if they cannot be right, then it heads for destruction.

O'zini Shokir hoji, deb tanishtirgan hoji aka shahar chetidagi Uvombo'yi guzari bilan Mirzaolim guzari o'rtasida mahallada yashaydi. Shokir hojidan,“Siz yashaydigan mahalladan o'tgan yili necha kishi haj qilgan edi?”, deb, so'radik: - O'tgan yil taxminan 15-20ta odam borgan edi. Bu yil birorta odam hajga boraëtgani yo'q. Ozodlik: Pul yo'qligidanmi, ko'ngliga sig'maganidanmiëki puli ham bor, ko'ngliga ham sig'ishi mumkinu, lekin “Shunday sharoitda men haj qilamanmi?” deb hijolat bo'lganidanmi – nima uchun bo'lishi mumkin? Endi har bir odam uchun javob bera olmaysizu. - Puli bor,ëzilib qo'yganlar uyi kuyib ketdi, uning orasida puli ham kuydi, sotaman degan molini o'g'irlab ketdi, sotaman degan mashinasini olib ketdi, birorta odam qidirgani yo'q. Shu bo'yicha birinchidan, moli yo'q, puli yo'qda endi, eplab pulini saqlab qolgan bo'lsa, u hajga borganni kuzatish bor, kelish bor, ketish bor. Vayronaning ichida uni kim kuzatadi, kim kutib oladi? Ham moddiy, ham ma'naviy sharoit to'g'ri kelmayapti, deydi Shokir hoji. Solijon hoji aka shaharning Shahidtepa masjidi yaqinidagi mahallada yashaydi. Ozodlik: Mahallangizdan bu yil hajga ketganlar bormi yo'qmi? - Shahidtepaning buëg'ida men hammani bilaman, bitta ham odam bormadi. Ozodlik: Bultur qancha odam borgan edi? - Bultur 20-30ta odam borgan. Mahallamizdan har kuni hajdan kelganlarning uyiga qulluq bo'lsinga borganmizda. O'tgan yil juda ko'p odam borgan, deydi shahidtepalik Solijon hoji aka. Solijon hoji aka bir necha yillardan beri haj safarini uyushtirib kelayotgan hojiboshilardan birining yaqini. Qarindoshingiz bu yil hojiboshilik qildimi, deb so'radik. - Yo'q, unaqa ishga yaqinlashtirmadi. Bitta ham o'zbekni olmadi. Ozodlik: Kim yaqinlashtirmadi? - Diniy nazoratdan, deydi Solijon hoji aka. Solijon akaning aytishicha, bu yil Rahmatullo hoji, Xalil hoji, Sodiqjon hoji, Ahmadjon hoji va boshqa millati o'zbek hojiboshilar hajni uyushtirish ishlariga“yaqinlashtirilmadi”. Tilga olingan hojiboshilar shu kunda respublikadan tashqarida yashamoqda. Cheryomushkalik Manzuraxon opadan ham so'radik. Ozodlik: Mahallangizdan nechta o'zbek hajga ketdi? - Bizning Cherëmushkadan birortasi ham ketgani yo'q, dedi Manzuraxon opa. Lekin ba'zi mahallalarda hajga ketganlar ham borligini bildik. Majrimtollik Ismoiljon hoji aka. Ozodlik: Majrimtoldan bu yil necha kishi ketdi? - Mening hozircha bilishim bo'yicha to'rt kishi ketgan. Ulardan ikkitasi ona-bolalar, Mamajonovlar oilasi. Bir singlimiz onasini olib ketgan. Ozodlik: Yana ikkitasichi? - Yana ikkitasi bizning mahallaning ichkarirog'idan ekan, Oqgo'r tomon deb qo'yamiz. Ularning ismlarini bilolmadim kimligini, deydi majrimtollik Ismoiljon hoji aka. O'shliklar bilan qilganimiz savol-javoblardan paydo bo'lgan savollarimizni Qirg'iziston muftiysi Chubaq hoji Jalilovga bermoqchi bo'ldik. Lekin hamma savollarimizni ham berolmadik. Mana eshiting. Ozodlik: Bu yilgi haj mavsumi qanday ketayapti? Shular haqida informatsiya olmoqchi edik. - Bu haqida informatsiyani goskomissiyadan olsangiz yaxshi bo'lar edi. Chunki mas'uliyat hammasi goskomissiyada po delam religii. Ozodlik: Sizlar shug'ullanmayapsizlarmi? - Yo'q, muftiyat shug'ullangani yo'q. Biz faqat masala aytamiz Arofatda, Minoda. Transport, viza masalasi hammasi goskomissiyada. Ozodlik: Siz hech bo'lmasa qancha hoji ketganini bilarsiz. - 4680 bizdan rasmiy aytilayapti. Bizga viza berib ketgan Qirg'izistonning Saudiyadagi elchisi 5140 viza berib ketgan deb aytadi. Aniq ma'lumotni goskomissiyadan olsangiz yaxshi bo'ladi. Ozodlik: O'shda 41 kishi keta olmayapti, viza ololmayapti deb janjal bo'laëtgan ediku. Shu masala qanday hal bo'lganini bilasizmi? - 41 kishi hozirgacha keta olgani yo'q. Viza kelgani yo'q¸deyishayapti. Ostonaga borib keldik, viza berilmadi deyishayapti. Hozir bular xatlariniëzib muftiyatga, goskomissiyaga, prezidentga, gubernatorga jo'natayapti, deydi Qirg'iziston muftiysi Chubaq hoji Jalilov. Eshitganingizdek, muftiy janoblarining "hajni uyushtirishga aloqamiz yo'q", degan bayonoti tufayli muhim savollarimizni u kishiga berolmadik. Diniy ishlar bo'yicha davlat agentligi bilan bog'lanishning esa, imkoni bo'lmadi. Biroq“Qirg'iziston va O'rta Osiyo musulmonlari kongressi” tashkiloti rahbari Baqit Nurdinovning 1 noyabr kungi bayonoti savollarimizning bir qismiga javob bo'lishi mumkin. Nurdinovning 24kg saytida e'lon qilingan o'sha bayonotida aytilishicha, O'shdan hajga ketolmayotgan 41 kishining safarini Diniy ishlar bo'yicha davlat agentligi“kvota tugab qoldi”, degan bahona bilan to'xtatib qo'ygan. Nurdinovning aytishicha,“kvota doirasidagi joylarning katta qismi xitoylik, turkiyalik va tojikistonliklarga qimmat narxda sotilgan”. 24kg sayti, shuningdek, O'sh shahri hojiboshisidan olingan mana bu ma'lumotlarni ham keltirgan: O'sh viloyatida 400, Jalolobod viloyatida 250, Botken viloyatida 150, mamlakat shimolidagi Chuy viloyatida esa 800 ta o'rin bo'sh qolgan. Ya'ni shuncha odam hajga borishi mumkin edi, lekin talabgor chiqmagan.

Very few people from Osh have gone on a hajj pilgrimage this year. In Osh there are a lot of hojis [a hoji is a person who has performed a hajj pilgrimage]. There are so many of them that an Osh man now calls an unknown fellow townsman “Hoji aka [aka - a term of respect used to refer to a man, usually an older man]” just in case. But Osh people felt too sad about the June massacre to go on a hajj pilgrimage this year. A hoji aka who introduced himself as Shokir hoji lives in a neighborhood between the Uvomboyi and Mirzaolim communities on the suburbs of the town. We asked Shokir hoji: “How many people from your neighbourhood went on a hajj pilgrimage last year?” “About 15 to 20 people. No-one is going on a hajj trip this year. Radio Liberty: What could the reason be: because they don’t have the money, or feel mournful [about the June violence] or because, though they could both afford it and overcome their feelings of sorrow, they are too ashamed to go on hajj when others are still mournful? You can’t answer it for every person - they could have their own reasons. Those who can afford it and who have even been put on the list [of people going on pilgrimage] have had their homes - and in them their money - burnt down, their livestock or cars meant for sale stolen - no-one has even searched for them. Losing your assets means having no money, and even if they have managed to keep their money, they need others to see them off for hajj, or greet them back. Who would see them off or greet them back amid this destruction? Neither material nor moral conditions are right,” says Shokir hoji. Solijon hoji aka lives in a neighborhood close to the Shahidtepa mosque. Radio Liberty: Has anyone gone on hajj from your neighborhood this year? “I know everyone living in the Shahidtepa area, not even one has done so. Radio Liberty: “Last year 20 or 30 people did. I know that because we visited and congratulated those who had returned from a hajj pilgrimage. Last year huge numbers did hajj,” says Solijoin aka, from Shahidtepa. Solijon hoji aka is a relative of one of the hajj leaders who have arranged pilgrimage trips for several years. We asked him if his relative had acted as a hajj leader this year as well. “No, he was kept away from the job. Not a single Uzbek was hired. Radio Liberty: Who kept him away? The religious oversight authority,” says Solijon hoji aka. This year Rahmatullo hoji, Khalil hoji, Sodiqjon hoji, Ahmadjon hoji and other ethnic Uzbek hojis were all “kept away”, as Solijon aka puts it. Currently, these hajj leaders are living outside Kyrgyzstan. We also put questions to Manzurakhon opa from Cheryomushka. Radio Liberty: How many Uzbeks from your neighborhood have gone on hajj? “No-one has gone on hajj from Cheryomushka,” said Manzuraxon opa. But we learnt that there were people in some neighborhoods who did. Ismoiljon hoji aka from Majrimtol. Radio Liberty: How many people have gone on pilgrimage this year from Majrimtol? “As far as I know, four people. Two of them are mother and daughter, from the Mamajonovs family. A sister has taken her mother on pilgrimage. Radio Liberty: What about the other two? “The other two are from a different part of our neighborhood, namely the Oqqor locality. I don’t know their names,” says Ismoiljon hoji aka, from Majrimtol. We tried to put the questions that arose after our interviews with Osh people to Chubaq hoji Jalilov, Kyrgyzstan’s mufti. But we could only ask him some. Here they are. Radio Liberty: How is this year’s hajj season going? We would like to learn about that. “It would be good if you asked the state commission about this. Because it falls within the remit of the state commission on religious affairs. Radio Liberty: Aren’t you dealing with this? “No, the mufti’s office has not dealt with it. We only resolve religious issues in Arofat and Mino [two pilgrimage sites in Saudi Arabia]. Transport and visa issues are the state commission’s responsibility. Radio Liberty: But at least, you should probably know how many people have gone on hajj. “The official figure is 4,680. Kyrgyzstan’s ambassador to Saudi Arabia says 5,140 visas have been issued for us. You should get the exact information from the state commission. Radio Liberty: There was a scandal in Osh over claims that 41 people were unable to get visas for hajj pilgrimage. Do you know what its outcome was? “The 41 people have not yet been able to go. They say they have not got their visas yet. They say they’ve even gone to Astana [Kazakh capital], but still got no visas. They are now writing a letter to the mufti’s office, the state commission, the president and the governor,” says Kyrgyzstan’s mufti Chubaq hoji Jalilov. As you heard, because of his statement that his office does not deal with pilgrimage arrangements, we couldn’t ask Mr Mufti our most important questions. We weren’t able to contact the state agency for religious affairs either. But a statement issued on 1 November by Baqit Nurdinov, head of the Congress of Kyrgyzstani and Central Asian Muslims, might have given a partial answer to our queries. In the statement, published on the 24.kg website, Nuridinov says that the 41 Osh people have been prevented from going on hajj by the state agency for religious affairs on the pretext that it had run out of quota for pilgrims. According to Nuridinov, “most of the quota places have been sold to Chinese, Turks and Takistanis for a fortune”. The 24.kg website also published the following information from the hajj leader for Osh town: “There were 400 vacant places in Osh Region; 250 in Jalolobod Region; 150 in Botken Region; and 800 in the northern Chuy Region. That means so many people might have gone on hajj, but no-one applied.

Tojikistonda ikki xotinli erkaklar javobgarlikka tortildi Boxtar tumanida yashovchi 34 yoshli Mastura to'rt yil avval ota-ona roziligi bilan oilali erkak nikohiga kirganini aytadi. Ayol ikkinchi xotin bo'lgani vajidan uning nikohi davlat qaydiga olinmagan. Mastura ikki farzandi bilan ijarada yashaydi. Masturaning aytishicha, eri anchadan buyon oilani ta'minlamay qo'ygan. Boz ustiga, islomiy nikohini ham buzish haqida gap ochgan. Uning bu qaroriga hukumat idoralarining birdagi yuqori lavozimga tayinlanishi sabab bo'lgan. Oila va farzandlaridan mansabni ustun bilgan erkak Tojikiston qonunlari bo'yicha ikki yoki ko'pxotinli shaxs jinoiy javobgarlikka tortilishini yaxshi anglaydi. - Erimning bu qaroridan so'ng salomatligim yomonlashdi, kasalxonaga tushdim. O'timni operatsiya qilib olishdi. Yosh bolalarim bilan qayoqqa bosh urishni bilmay ensam qotdi. Men shu kungacha birorta idoraga shikoyat ko'tarib bormaganman bu fikridan qaytar, degan umidda. Lekin bir necha oydirki, birinchi xotinining ta'sirida bizga qaramay qo'ygan. Hayot insonga bir marta beriladi. Men ham bolalarim bilan yaxshi hayot kechirishni istayman, - deya kuyunadi Mastura. Juvon bolalari uchun ota tarbiyasi juda zarurligini, shuningdek, oilani boqish kelgusida o'zi uchun juda qiyin kechishi mumkinligini qo'shimcha qildi. Ammo ayol nikohi rasmiy qayddan o'tmagani bois o'zi va bolalarining huquqlarini qay yo'sin talab qilishni bilmay boshi qotgan. Mastura tojik jamiyatida ikkinchi xotin bo'lib nikohga olingan yagona ayol emas. Tojikistonda kundoshli ayollar soni anchagina ekani aytiladi. Xususan, Xatlon viloyatida ko'pxotinlilik“yangi gap” emas, deydi xatlonlik ayollar. Tojikiston joriy qonunlariga ko'ra, ikki va undan ko'p xotini bo'lgan erkaklar jinoiy javobgarlikka tortiladi. Xatlon viloyat ichki ishlar bo'lim boshlig'i Abdurahmon Buzmakovning bildirishcha, joriy yil boshidan buyon ko'pxotinlilikda ayblangan 45 erkak javobgarlikka tortilgan. - Asosan birgalikda ro'zg'or yuritayotgan kundoshlar janjali va ularning u yoki bu idoralarga ariza ko'tarib borishlari ortidan qonunni buzgan ko'pxotinli erkaklar mahkamaga tortilmoqda. Shu yil to'qqiz oyi davomida qaydga olingan 45 holat bunga misol, - deydi Xatlon viloyat ichki ishlar rasmiysi Buzmakov. Ularning ko'pi Rossiyadagi mehnat muhojirligidan qaytgan va moliyaviy ahvoli boshqalarnikidan yaxshiroq bo'lgan Qo'rg'ontepa, Jaloliddin Rumiy, Shahritus va Qabodiyon fuqarolari ekan. Ammo Xatlon viloyat prokurori muovini Yusuf Yusufzodaning Ozodlik muxbiriga ma'lum qilishicha, bu hududda ko'pxotinlilikda gumonlangan 11 shaxs ustidan jinoyat ishi ochilgan. - Bu jinoyat unchalik og'ir bo'lmagan jinoyatlar sirasiga kiradi. Ko'pxotinlilik yuzasidan ochilgan 11 ta jinoyat ishining bari ayollardan birining shikoyat arizasi asosida ochilgan, - dedi prokuror Yusufzoda. Bu hudud sudi raisi Muhabbat Azizova ko'pxotinlilik bilan bog'liq ishlar tabiiylik kasb etayotganini e'tirof etadi. - Bunday delolar juda ko'p. Ammo hozirgacha ikki va undan ortiq xotini bo'lgan biror mansabdor shaxs ustidan ariza tushgani yo'q. Ayni paytda parlamentda Jinoyat kodeksidan ko'pxotinlilik bandi olib tashlanish taklifi kiritilgan. Agar shu qarorga kelinsa, sudlarga bu kabi arizalar tushmay qo'yadi, - deydi Xatlon viloyat sud raisi Azizova xonim. Asnoda Tojikiston Islom uyg'onish partiyasi rasmiysi Azimjon Vahhobov jamiyatda fahsh ishlarning oldini olish maqsadida qonunchilikdagi mazkur cheklov bekor qilinsa, ayni muddao bo'lur edi, deya fikr bildiradi. Mustaqil tahlilchilar fikricha, bu mamlakatda, xususan, Xatlon viloyatida ko'pxotinlilikning quloch yoyishiga asosan Tojikistondagi fuqarolik urushida (1992-1997 yillar - tahr. ) minglab ayollarning beva va bolalarning otasiz qolishi sabab bo'lgan. Zero, fuqarolik urushidan ko'proq xatlonliklar zarar ko'rgani borasida ma'lumotlar mavjud. - Yana boshqa bir sababi tojikistonlik yigitlarning aksariyati xorijga tahsil va mehnat muhojirligiga ketib, qaytmayotgani bois jamiyatda ayollar soni erkaklar sonidan bir necha baravar ortib ketgan, deydi gender masalalari bo'yicha tahlilchi Latofat Chorieva. Tojikiston davlat statistika qo'mitasining so'nggi ma'lumotlarida aytilishicha, respublikada etti milliondan ortiq aholi istiqomat qilib, uning qariyb 60 foizini ayollar tashkil qiladi.

In Tajikistan, men with two wives have been prosecuted. Mastura, a 34-year-old woman from Bokhtar District, says that four years ago, she wed a married man with the consent of her parents. Because she was her husband’s second wife, their marriage was not officially registered. With her two children, Mastura rents a flat. According to her, her husband stopped providing for their family a long time ago. What is more, he even talked of annulling the Islamic marriage. His decision was prompted by his appointment to a senior position at a government department. The man, who valued his office more than his family and children, understands well that under Tajik laws, having two or more wives is a criminal offense. “Following my husband’s decision, my health deteriorated and I ended up in hospital. “I had my gallbladder removed. I did not know where to go with my little kids. I have never complained to any authority in the hope that he might reconsider his decision. But he has been ignoring us for months, influenced by his first wife. You live once. I want a good life with my kids, too,” says Mastura with resentment. The woman added that father’s role in children’s upbringing was crucial, and that she could face a lot of difficulties feeding her family in the future. But because her marriage was not officially registered, she is totally at a loss as to how to demand her children’s and her own rights. Mastura is not an individual case in Tajik society of a woman getting married to a man as a second wife. In Tajikistan, there is said to be quite a large number of women married to men with other families. Specifically, polygamy is nothing new in Khatlon Region, say its women. The existing Tajik laws make it a criminal offense for men to marry two or more wives. Abdurahmon Buzmakov, head of the police department for Khatlon Region, says that since the beginning of this year, 45 men have been prosecuted on charges of polygamy. “Polygamous men are usually revealed and taken to court after their wives complain to this or that authority about household conflicts between the wives. The 45 cases reported in the first nine months of this year is a case in point,” says the Khatlon Region police official, Buzmakov. The majority of them were relatively well-off men from Qorghontepa, Jaloliddin Rumiy, Shahritus and Qabodiyon who had returned from work trips in Russia. Yusuf Yusufzoda, deputy prosecutor for Khatlon Region, tells a Radio Liberty correspondent, however, that in his area, a criminal investigation has only been launched into 11 men suspected of polygamy. “This offense falls under the category of less severe crimes. All the 11 polygamy cases were opened based on a complaint by one of their wives,” said Prosecutor Yusufzoda. Muhabbat Azizova, chairperson of the local court, says polygamy-related issues are becoming the order of the day. “There are quite a few such cases. But so far, no complaint has been filed about an office-holder with two or more wives. In the meantime, a motion has been tabled in parliament to remove the section on polygamy from the Criminal Code. If passed, courts would stop getting such complaints,” says Ms Azizova, head of the Khatlon Region court. Meanwhile, Azimjon Vahhobov, an Islamic Rebirth Party of Tajikistan official, says in a comment that it would serve a good purpose if the legal ban in question were revoked to prevent immoral behavior in society. Independent analysts reckon that polygamy is prevalent across the country, particularly in Khatlon Region, largely because thousands of women were widowed and children orphaned by Tajikistan’s civil war (1992-1997 - the editor). There are actually reports saying Khatlon suffered the most from the civil war. “Another reason is that Tajikistani women have outnumbered men several-fold because the majority of men leaving for studies or work abroad are not returning,” says Latofat Choriyeva, an analyst on gender issues. According to the latest data from Tajikistan’s state statistics committee, the republic has a population of seven million, nearly 60 per cent of them women.

Tojikistonda tablig'chilar qamaldi Mahkamaga raislik qilgan Xatlon viloyat sudi sudyasi Ikromjon Abdulhafizov“Tablig' jamoati”ga a'zolikda gumonlanib qo'lga olinganlarning ayblari isbotlanganini ma'lum qildi. 18 may kuni o'qib eshittirilgan hukmga muvofiq, 36 nafar tablig'chining 17 nafari 5 yildan 6,5 yilgacha qamoq jazosini olishdi. Sud hukmi e'lon qilingunicha vaqtinchalik ozodlikda bo'lgan 19 tablig'chining 15 nafari 3 yildanga kesilib, sud zalida hibsga olindi. Qora kursiga o'tirgan 36 tojikistonlik fuqaroning faqat 4 nafari shartli jazo bilan ozod qilindi. Qo'lga olingan vaqtda balog'at yoshiga etmagan 18 yoshli Faridun Boboevga 570 AQSh dollari va qolgan uch nafarga esa 5700 dollar jarima belgilanib, shartli jazo bilan ozodlikka chiqarildi. Mazkur guruh ustidan 2009 yilning dekabrida Qo'rg'onteppa shahridagi vaqtinchalik saqlash hibsxonasida boshlangan sud jarayoni o'tgan shu muddat ichida yopiq eshiklar ortida o'tdi. Hatto hukm e'lon qilingan kuni ham sudlanganlarning yaqinlari va ommaviy axborot vositalari vakillarining sud zaliga kirishiga ruxsat berilmadi. Davlat qoralovchisi sud hukmidan rozi ekanini va hukm qayta ko'rib chiqilishi uchun shikoyat ham qilmasligini bildirgan. Ammo 12 nafar gumonlanuvchining oqlovchisi Sayvali Navruzov Ozodlik radiosi tojik sho''basi muxbiri bilan suhbatda sud hukmi adolatsiz bo'lganidan shikoyat qilgan. - Mahkama jarayoni chog'ida prokuror sudlanuvchilar islom davlatlariga borib, u erda maxsus ekstremistik ta'lim olgani va bu davlat xavfsizligi uchun tahdid ekanini iddao qildi. Biroq bunga oid birorta asosli dalil keltira olmadi, Hindiston, Eron va Pokistondan sud jarayoniga guvohlar chaqirilmadi. Hamma ayblovlar taxminiy edi, deydi oqlovchi Sayvali Navruzov. Shu nuqtai nazardan oqlovchi ayblari to'la isbotlanmagan himoyasidagi odamlar ustidan chiqarilgan hukmning qayta ko'rib chiqilishini so'rab Tojikiston Oliy sudiga ariza yozishini bildirdi. 6,5 yilga ozodlikdan mahrum etilmish Nosir Rahimovning yaqinlaridan biri Ibrohim Boev hakam Rahimov mahkama jarayonida gunohlariga iqror bo'lganini nazarga olib, unga engilroq jazo tayinlashiga umid qilganini, ammo buning aksi bo'lganini aytadi. - Vaqtinchalik saqlash hibsxonasida Nosir bilan uchrashganimizda u ta'qiqlangan tashkilotga a'zo ekanligidan xabarsizligini aytdi. U bu ishidan pushaymon ekanini va jarima to'lashga tayor ekanini aytgandi. Biz uning sud zalidan qo'yib yuborilishiga ishongan edik. Nosir 35 yoshda, oilani faqat uning o'zi ta'minlab turgan edi, deydi Ibrohim. Nosirning oqlovchisi Ashurov ham sud adolatsiz hukm chiqarganidan norozilik bildirish barobarida hukm yuzasidan biror erga shikoyat qilmasligini ma'lum qildi. - Men Nosir bilan suhbatlashganimda u sud hukmi o'zgartirilishiga ishonmasligini aytdi. Shuning uchun bekorga vaqt sarflab, umidvor bo'lishni istamayapti. Ajablanarli tomoni shundaki, sud jarayonida uning chet mamlakatida shunday ta'lim olganini isbotlovchi birorta real guvoh yo'q edi. Sudlanuvchilar bir-birlariga nisbatan guvohlik berishdi, deydi oqlovchi Ashurov. Eslatib o'tamiz,“Tablig' jamoati” g'oyalarini targ'ib qilganlikda ayblangan 36 nafar fuqaro 2009 yil oxirlarida Qo'rg'ontepa va Boxtar masjidlarida qo'lga olingan edi.

Members of the Tablighi [Jamaat] sect have been jailed in Tajikistan. Judge Ikromjon Abdulhafizov, who presided over the trial in Khatlon Region Court, found the defendants guilty of membership of Tabligh Jamaat. The court ruling, announced on 18 May, sentenced 17 of the 36 convicted Tabligh members to prison terms ranging from 5 to 6.5 years. Fifteen of the 19 Tabligh members who had been on bail before the trial, each got 3 years in jail and were arrested immediately at the courtroom. Only 4 of the 36 Tajik citizens in the dock got suspended sentences and freed. Faridun Boboyev, an 18-year-old who was still underage at the time of arrest, and the other three were each ordered to pay a fine of 570 and 5,700 US dollars respectively, and released. The case of this particular group had been tried in closed sessions since December 2009, when it started at Qorghonteppa town's detention centre. Even on the day when the verdict was announced, relatives and journalists were not allowed into the court room. The public prosecutor said he was satisfied with the ruling and would not seek a review. In an interview with Radio Liberty's Tajik Service, Sayvali Navruzov, lawyer for 12 of the defendants, however, complained that the court ruling was unjust. "During the trial, the prosecutor claimed that the defendants had received special extremist training in Islamic countries and now posed a security threat to the state. But he couldn't produce any evidence to back his claim. No witnesses were called to the court trial from India, Iran and Pakistan. All charges were based on conjecture," says lawyer Sayvali Navruzov. Because of this the lawyer said he would submit a request to Tajikistan's Supreme Court to review the ruling by the court, which he said failed to fully prove the guilt of his clients. Ibrohim Boyev, a relative of Nosir Rahimov, a defendant sentenced to 6.5 years of imprisonment, said that, since Rahimov had confessed to the charges at the trial, he had hoped the court would hand down a lighter sentence on him, but that the opposite happened. "When we met him while in custody, Nosir said he was unaware he was a member of a banned organization. He said he regretted it and was prepared to pay a fine. We were confident that he would be freed at the courtroom. Nosir is 35 and was the sole breadwinner for his family," says Ibrohim. Ashurov, lawyer for Nosirov, too, disagreed with the court ruling, but said he was not planning to appeal. "When I talked to Nosir, he said he did not believe that the court ruling would be changed. That is why I don't want to be hopeful and waste my time. Surprisingly, not a single real witness who proved that he had undergone such training in a foreign country, came forward at the trial. The defendants testified against one another," says lawyer Ashurov. You will recall that the 36 citizens convicted of promoting Tabligh Jamaat ideas were arrested in late 2009 at mosques in Qorghontepa and Bokhtar.

Dushanbe ham cho'chqa grippini bekitmoqda Tojikiston Sog'liqni saqlash vaziri o'rinbosari A'zam Mirzoevning ma'lum qilishicha, so'nggi bir oy davomida Dushanbe aeroporti, temir yo'llari hamda vazirlik qoshida tashkil etilgan maxsus shtab labaratoriyalarida mavsumiy tumov bilan og'rigan taxminan 500 nafardan ortiq tojikistonlik va xorijlik fuqaro qoni maxsus tekshiruvdan o'tkazilgan. - Ana shu qoni analiz qilingan 500 dan ortiq bemor orasidan cho'chqa gripini yuqtirganlikda gumonlanayotgan taxminan 166 kishining qonini Buyuk Britaniyadagi referens labaratoriyalarga yubordik. Hozircha analizlar javobi kelmadi. Lekin qonida cho'chqa grippi virusi borligi gumonlanayotgan bemorlar jamiyatdan izolyatsiya qilingani yo'q. Chunki ular davolanib, hozirda do'xtirlar nazoratida bo'lib turishibdi, dedi vazir o'rinbosari Mirzoev. Tojikiston Sog'liqni saqlash rasmiysining ma'lum qilishicha, shu kungacha Tojikistonda cho'chqa grippini yuqtirgan biror kishi rasman qaydga olinmagan. Bundan bir kun avval esa AQSh ning Dushanbedagi elchixonasi internet saytida Tojikistonda ikki kishi cho'chqa grippi virusini yuqtirgani haqida xabar tarqalgan edi. AQSh elchixonasi Tojikistondagi¸ shuningdek Tojikistonga safar qilmoqchi bo'lgan amerikaliklariga murojaat etib, bu mamlakatda H1N1 virusi tarqalsa, “ hukumat mamlakatga kirish, chiqishni taqiqlashi, karantin e'lon qilishi va izolyatsiyalovchi muolajalarni yo'lga qo'yishi mumkin”ligidan ogohlantirgan edi. Tojikiston rasmiysi A'zam Mirzoev ham respublikada cho'chqa grippining tarqalish ehtimoli borligini inkor etmadi. -Ammo,- deydi rasmiy,- hozirgacha Tojikistonda bu virusga qarshi vaktsina yo'q. Vazir o'rinbosariga ko'ra, bunday vaktsina Tojikistonga kelgusi yilning yanvar yoki fevral oylarida olib kelinadi. Mavzu yuzasidan fikr bildirgan tojikistonliklarning aksariyati cho'chqa grippi, uning oqibatlari haqidagi zarur ma'lumotlarni faqat Rossiya kanallari, ro'znomalari orqali olayotganlarini aytishdi. Tojikistonga qo'shni mamlakatlar, jumladan, Qirg'iziston va Afg'onistonda H1N1 virusining tarqalganidan tashvishga tushgan tojikistonliklar, cho'chqa grippining bu yoqqa ham o'tishi yoki hatto o'tgan bo'lishi ham mumkinligidan tashvishdaligini aytishdi. ...

Dushanbe is covering up swine flu cases, too. Azam Mirzoyev, deputy Tajikistani health minister, has announced that over the past one month, more than 500 Tajikistani and foreign nationals suffering from seasonal cold had been subjected to special blood examination at specialist labs set up at Dushanbe's airport, railway stations and the ministry. "Of those 500-plus patients whose blood was examined, we have sent blood samples from about 166 with suspected swine flu to the UK national reference laboratory. We have not received the results yet. But the patients with suspected swine flu have not been isolated from the public. Because they are getting treatment, under medical observation," said the deputy minister, Mirzoyev. According to the health ministry official, no human case of swine flu has so far been officially recorded in Tajistan. A day earlier, the US embassy in Dushanbe published a report on its website saying that two people in Tajikistan had contracted swine flu. The US embassy issued a warning for Americans visiting Tajikistan and those planning to travel to the country, saying that in the event of an outbreak of the H1N1 virus, "the government may ban entry to the country and exit from it, impose a quarantine and enforce isolation measures". The Tajik official, Azam Mirzoyev, did not rule out the possibility of an outbreak of swine flu, either. "But," says the official, "Tajikistan has no vaccine for this virus yet." According to the deputy minister, the vaccine will be brought to Tajikistan next January or February. The majority of Tajikistanis who commented on the subject said they were getting their news about swine flu and its consequences only from Russian TV channels and newspapers. Worried about the spread of H1N1 in neighbouring countries, namely Kyrgyzstan and Afghanistan, Tajikistanis said they were concerned that swine flu might reach, or might have already reached, their country, too. ...

KHK va ALlarda OLIMPIADA uForum foydalanuvchilari orasida KHK va ALlarda ishlovchi o'qituvchilar bormi? Agar bor bo'lishsa siz ishlayotgan KHK(AL)da o'tkaziladigan fan olimpiadalari qanday o'tkaziladi? Bu yilgi o'tkazilgan fan olimpiadalari haqida fikrlaringiz. Fan olimpiadalarini o'tkazish bo'yicha qanday takliflaringiz bor? Bu mavzuda juda ham baxsli holatlar ko'p e'tibor berilsa. Aynan fan olimpadasiga bo'lgan qiziqishni kuchaytirish orqali o'quvchilarning yanada o'qishga bo'lgan qiziqishlarini o'shirishga erishish mumkin. Masalan menga o'quvchining olgan bali bo'yicha appelyatsiyga berish tartibi, ballarni e'lon qilish tartibi va yana ba'zi qoidalarni bir oz o'zgartirish kerakdek ko'rinadi. Birinchi bo'lib fan olimpiadalarini o'tkazishda nohaqliklarga yo'l qo'yilmasligini ta'minlash kerak. Ikkinchi o'rinda fan olimpiadalaridagi test va savollar sifatini JIDDIY qarab chiqib keyin taqdim etilishi shart. Bizda bu narsalarni amalga oshirishdan ko`ra oyga piyoda borib-kelish osonroq-ku. Bularni to`g`ri yo`lga qo`ysangiz ko`pchilik daromadsiz qolib ketadi-yu.   Men o`zim maktabda ishlayman, maktablarda bo`ladigan olimpiyada va bilimlar sinovidan noliganimda litseyda ishlaydigan tanishim bir voqeani aytib bergan edi. Ularning bir o`quvchisi matematikadan xalqaro olimpiadaga hujjat topshirgan va shu bilan birga o`zimizning olimpiadada ham qatnashgan. Gapning qisqasi shu o`quvchi xalqaro olimpiadada 1-o`rinni olganu ammo o`zimizdagi olimpiadada birorta ham o`rin olomagan. Yo xalqaro miqyosdagi olimpiadalar juda bo`sh, yoki biznikilar juda kuchli. To'g'ri lekin bu darajada ochiq oydin xatoliklarga yo'l qo'ymaslik kerak. Masalan Informatika yo'nalishidagi fan olimpiadalariga qo'yilgan savollarda ba'zilari umuman talabga javob bermaydi. ...

Olympiads at vocational colleges and academic lyceums [high schools]. Are there uForum users who teach at vocational colleges and academic lyceums? If there are, how are the science olympiads at your vocational college (or academic lyceum) conducted? Your thoughts about science olympiads held this year. What proposals do you have about conducting science olympiads? There are a lot of disputed points on this subject if you pay attention. Pupils' interest in learning could be boosted by increasing their interest in science olympiads. I, for example, feel that the procedure for appealing the score given to a pupil and for announcing the scores, and some other rules need to be slightly changed. The first thing to do is to make sure that science olympiads are free of injustice. The second job is to ensure that tests and questions at science olympiads should only be used after their quality is SERIOUSLY examined. The first thing to do is to make sure that science olympiads are free of injustice. In Uzbekistan, it is easier to walk to the moon than making sure that these things happen. A lot of people would be unable to make money if these things were done correctly. I work at a school myself. When I complained about olympiad and knowledge tests, an acquaintance who worked at a lyceum told me one story. One of their students simultaneously applied for an international maths olympiad and a national one. To cut a long story short, this pupil came first in the international olympiad, but won none [of the top three awards] at our domestic one. It is either international olympiads are too weak or ours are too strong. It's true, but such obvious mistakes should not be allowed to take place. For instance, some questions at computer science olympiads fall far short of the requirements. ...

Muallif Mavzu: Fleshkani tuzatamiz ( 2683 marta o'qilgan) Fleshkani qanday tuzatish mumkin? Ogohlantirish: quyida yozilganlar faqat tavsiya bo'lib, sizga fleshkangiz 100% tuzalishi uchun qo'llanma bo'la olmaydi. Men faqat o'zimning fleshkamni tuzatish jarayonida yig'ilgan tajribamni bir tizimga soldim. Yana bir ogohlantirish: quyidagi usullarning barchasi quyi darajada formatlash bilan bog'liq bo'lib, zarar yetgan fleshkadagi axborotni butunlay o'chirib tashlaydi. Shu sababli bu usuldan boshqalari yordam bermagandagina foydalanishni maslahat beraman. Agar fleshkaning kafolat muddati tugamagan bo'lsa, yaxshisi uni servisga yoki do'konga olib boring. Shunday qilib, agar siz fleshkani ulaganingizda disk, fayl tizimi, fleshka hajmi aniqlanmayotgan bo'lsa, hali hammasi yo'qotilgan emas. Bunday holat odatda fleshkani unga narsa yozayotgan paytda sug'urib olganingizda yoki formatlash jarayonidagi qandaydir nuqson oqibatida yuz berishi mumkin. Bu hollarda sizning fleshkangiz "noma'lum hajmli noma'lum fayl tizimiga ega noma'lum qurilma" sifatida aniqlanish ehtimoli katta. Buning sababi 2 xil bo'lishi mimkin: 1) Mikrochip-kontroller kuygan. Bu holda kavsharlagich (payalnik)siz hech narsa qila olmaysiz. 2) Fayl tizimi ishdan chiqqan. Bu holda esa uni jonlantirish mumkin. Birinchi navbatda fleshka ishlab chiqarilgan kompaniya saytiga kiramiz. U yerda shunday vaziyat uchun mo'ljallangan utilita bo'lishi mumkin. ...

Author/Topic: Fixing a [faulty] USB memory stick (view count: 2683) How can a USB memory stick be fixed? Warning: What comes below is just a piece of advice and is not instructions that give you a 100-percent solution to your faulty USB stick. I'm just offering my own experience fixing a USB stick. Another warning: The methods below all involve core formatting so they delete the data kept in the USB memory stick completely. For this reason, we recommend this method only if other methods prove useless. If your USB stick still has warranty coverage, you are advised to take it to a repair shop or the store [you bought it from]. So if it does not show disk or file system information or USB stick capacity when you plug the USB stick in, not everything is lost yet. This fault may have been caused when you abruptly take out the USB stick when you're copying files into it, or caused by a formatting problem. If any of these happened, chances are, your USB stick will be identified as an unknown device with an unknown storage capacity or file system. There might be two reasons: 1) The microchip controller is broken. Then, you can't do anything without a soldering tool. 2) The file system is broken. If this is the case, it can be restored. First, you need to go to the manufacturer's website. It may offer a utility designed to fix this sort of problem. ...

A few words about my team

I also lead a team of language professionals who normally work individually but come together for large projects (please note that we are not an agency - more like a circle of friends who help one another out when needed).

All members of my team are highly-educated - some US-schooled - linguists with years of solid background in the news media industry. Some have part-time jobs as translators, proofreaders and journalists, working for the same employer, a leading UK translation company. Teamwork is a big part of our daily work and we have no problem taking over one another's tasks when a team member falls sick or is otherwise incapable of delivering an assigned piece of work.

We do translations/roundups/feature stories/media observations for giant news organizations and regularly have them published online. For instance, we do documentary subtitling and transcription projects for HBO, an American premium cable and satellite television network. Most of our clients - among them government agencies and departments - settle for nothing less than the highest of quality.

Experience in figures for my 18 years in the industry:

Translation: More than 8,000 items (more than 20m words) on media, military, political, economic, marketing etc subjects (At least five daily).

Editing/Proofreading: Around 10,000 items (over 10m words, at least 10 daily).

Subtitling: over 50 hours of video, mostly for Russia and Central Asia-related related documentaries.

Transcription: over 80 hours of audio/video, mostly for Russia and Central Asia-related documentaries.

Writing: More than 35 pieces on Central Asia and Afghanistan-related topics authored and published online. (Available on request.)

Organizations I work with: BBC, HBO, UNICEF etc.
