The financial system remained resilient with financial institutions recording sound financial performance supported by stronger lending and treasury activities. This was further supported by continuous enhancements to the risk management infrastructure, practices and capability, financial infrastructure development, and strengthened governance and oversight at the institutional level. Financial intermediation remained robust throughout the year and supportive of economic activity, while developments in the capital market continued to remain favourable for fund raising by the private sector.

The risk-bearing capacity of the financial sector strengthened further, supported by the continuous accumulation of financial buffers. The level of capitalisation of banking institutions, measured in terms of the risk-weighted capital ratio (RWCR), remained at a level of at least 13% throughout the year while the quality of the loan portfolio improved significantly, with nonperforming loans (NPLs) recording a 10-year low of 3.2% as at end-2007. Capital in excess of the minimum regulatory requirement of 8% RWCR stood at RM38.5 billion as at end-2007. With minimal exposures to the United States (US) subprime mortgage segment and associated derivatives, financial institutions in Malaysia generally benefited from the more vibrant domestic business environment, registering strong profitability despite greater volatility in the domestic financial markets. Preliminary unaudited pre-tax profit for the banking sector rose to RM17.7 billion resulting in a substantially higher average return on equity of 19.7%. The high degree of resilience of the banking institutions was also supported by the stress test results which demonstrated the strengthened risk absorption capacity and tolerance against adverse shocks.

This is a story of Tun Ismail Mohamed Ali, who would have turned 100 this year on September 16, 2018. This book commemorates the life of a great man who was the first Malaysian Governor of Bank Negara Malaysia. He proved himself as a central banker extraordinaire but his influence and achievements extended to every major economic, finance and development spheres of a young, newly independent country with high aspirations. His role changed as Malaysia itself evolved but he never faltered in setting new standards of integrity, professionalism, excellence, dedication to his duties and putting the nation above one’s self wherever and in whatever capacity he served. He is one of a handful of unsung heroes whose contributions to the economic well-being of the nation and the standard of living of its people were enormous but sadly remains outside of the realm of knowledge of most people.

Twenty years after his death, his memory still remains vivid in the minds of those who came into contact with him, those who worked with him and those who remember his significant contributions to the nation. As time passes, these memories risk fading into nothing because little has been written about him. This book seeks to remedy that by taking a good, hard look at Ismail and putting everything down in writing so that future generations of Malaysians, especially those who are destined to become leaders, would understand and learn about how one of Malaysia’s greatest public figures contributed to nation-building.

Dia membuktikan dirinya sebagai banker pusat yang luar biasa tetapi pengaruh dan pencapaiannya merentasi setiap bidang ekonomi, kewangan dan pembangunan utama sebuah negara muda yang baru merdeka dan beraspirasi tinggi. Peranan beliau berubah sebagaimana Malaysia sendiri berkembang tetapi dia tidak pernah tergagap dalam menetapkan standard baru integriti, profesionalisme, kecemerlangan, dedikasi di dalam menjalankan tugasnya dan lebih mendahulukan negara daripada diri sendiri di mana sahaja dan dalam apa jua kapasiti beliau berkhidmat. Beliau adalah salah seorang daripada segelintir wira yang tidak menonjolkan diri di mana sumbangan beliau kepada kesejahteraan ekonomi sebuah negara dan taraf hidup rakyatnya adalah sangat besar tetapi malangnya masih di luar bidang pengetahuan kebanyakan orang.

Selepas dua puluh tahun kematiannya, kenangannya kekal jelas di dalam minda mereka yang mengenalinya, mereka yang pernah bekerja dengannya dan mereka yang mengingati sumbangan pentingnya kepada negara. Kenangan ini dikhuatiri memudar dan luput ditelan masa kerana terdapat hanya sedikit penulisan mengenai beliau. Buku ini bertujuan untuk membetulkannya dengan mengambil jalan untuk mengenali Ismail lebih dekat dan mendalam, ditulis segala-galanya supaya generasi masa depan rakyat Malaysia, terutama mereka yang ditakdirkan untuk menjadi pemimpin, dapat memahami dan mempelajari mengenai cara salah seorang dari tokoh terbilang Malaysia menyumbang untuk pembangunan negara.
