Languge settings for Norwegian

I have a file: User Manual.htm-Source_TXML-no-NO#TR_MSQAS#

The problem when I want to create a project is the no-NO is not an option
in the language settings (it's Norwegian Norway, Norwegian Bokmål and some other irrelevant options for this project).
When WF creates the project it gets to Analyzing files, but that's it.
Error message is Wrong language settings.
